1.0 SITE HISTORY
The site is located at 120 West Center Street in Mebane, North Carolina (Drawings 1 and 2). The
site is currently developed with a park, but formerly contained an automobile service center and
gasoline station. Pilot was requested to provide environmental services related to the Notice of
Regulatory Requirements (NORR) issued by the North Carolina Department of Environmental
Quality (NCDEQ) dated March 26, 2021.
MACTEC previously completed an Underground Storage Tank (UST) Closure Report, dated
February 8, 2005. The report documented the removal of five USTs and closure sampling for two
additional USTs that were removed in 1982. Based on the report, multiple releases were
detected in association with the USTs and associated components.
MACTEC completed a Limited Site Assessment (LSA), dated August 30, 2005. Laboratory analysis
of the groundwater samples collected detected targeted compounds above the Gross
Contaminant Levels (GCLs). Additional assessment and remediation activities were subsequently
placed on hold since the risk classification of the site was not high enough for additional activities
to be warranted by the NCDEQ at that time based on the funding level.
Pilot completed a groundwater monitoring sampling event at the site on January 19, 2021. The
field activities included collecting groundwater samples from existing monitoring wells MW-1 and
MW-3 through MW-5. Monitoring well MW-2 was potentially destroyed, and an elevated brick
planter was likely constructed over top of the well inhibiting access to the well. Laboratory
analysis of the groundwater samples collected from monitoring wells MW-1, MW-3 through MW-
4 detected targeted compounds above the North Carolina 2L Quality Standards (2L Standards).
Laboratory analysis of the groundwater sample collected from monitoring well MW-5 detected
several targeted compounds above their respective 2L Standards, with benzene and MTBE above
their respective GCLs. The groundwater flow was calculated to be to be generally to the north.
Based on the results of the groundwater monitoring event, the NCDEQ required that a
Comprehensive Site Assessment (CSA) be completed. Pilot completed a CSA dated February 3,
2022. Laboratory analysis of groundwater sample MW-2R did not detect targeted compounds
above their respective 2L Standard. Laboratory analysis of groundwater samples MW-1, MW-3
through MW-9 and DW-1 detected several targeted compounds above their respective 2L
Standards. Targeted compounds were also detected above their respective GCLs in groundwater
samples MW-5, MW-7, MW-8 and MW-9. Monitoring wells MW-10 and MW-11 did not contain
enough groundwater for sampling purposes.
Based on the CSA, the NCDEQ issued a NORR dated September 23, 2022 requiring that additional
groundwater monitoring events be completed.
Pilot completed a groundwater monitoring sampling event at the site on October 27, 2022. The

field activities included collecting groundwater samples from existing monitoring wells MW-1,
MW-2R, MW-3, MW-4, MW-5, MW-7, MW-9 and DW-1. Monitoring wells MW-6, MW-8, MW-
10 and MW-11 were not sampled based on insufficient water. Laboratory analysis of the
groundwater samples collected from monitoring wells MW-1, MW-3, MW-4, MW-5, MW-7, MW-
9 and DW-1 detected several targeted compounds above their respective 2L Standard. The
concentrations of benzene exceed its GCL in the groundwater samples collected from monitoring
wells MW-4 and MW-5. The concentrations of MTBE exceed its GCL in the groundwater samples
collected from monitoring wells MW-5 and MW-9. The groundwater flow was calculated to be
to be generally flowing to the east.
Pilot completed a groundwater monitoring sampling event at the site on May 16, 2023. The field
activities included collecting groundwater samples from existing monitoring wells MW-1, MW-
2R, MW-3, MW-4, MW-5, MW-6, MW-7, MW-8, MW-9, MW-10, MW-11 and DW-1. Laboratory
analysis of the groundwater samples collected from monitoring wells MW-1, MW-3, MW-4, MW-
5, MW-7, MW-8, MW-9 and DW-1 detected several targeted compounds above their respective
2L Standards. The concentrations of benzene exceeds its GCL in the groundwater samples
collected from monitoring wells MW-4 and MW-5. The concentrations of MTBE exceed its GCL
in the groundwater samples collected from monitoring wells MW-5 and MW-9. The groundwater
flow was calculated to be to be generally flowing to the east.
Pilot conducted an Aggressive Fluid Vapor Recovery (AFVR) event on November 2, 2023. The
field activities were completed by Pilot and EVO Corporation. A total of 270 gallons of liquids
were extracted from monitoring wells MW-1, MW-3, MW-4 and MW-5 during the AFVR event
with no free phase petroleum product measured. Based on the data collected and calculations,
approximately 1,031.37 pounds of total VOC emissions were generated during the AFVR event.
Approximately 165.01 gallons of gasoline were calculated to be removed as liquid and emissions
during the AFVR event.
Project information is based on correspondence between NCDEQ personnel, Mr. Kyle Smith with
the City of Mebane and Pilot and the previously completed activities.
1.1 UST Information
Three approximate 400-gallon gasoline, two approximate 275-gallon waste oil and two
approximate 8,000-gallon gasoline USTs were previously removed from the site. The
approximate locations of the USTs are shown on Drawing 3. UST information is summarized in
Table 1.

2.0 SITE GEOLOGY AND HYDROGEOLOGY
The USGS Topographic Map, Mebane and Efland, North Carolina Quadrangles depict the site as
urban area. Elevation at the site is approximately 680 feet above mean sea level. An unnamed
tributary to Mill Creek is depicted approximately 1,070 feet northeast of the site. Based on the
review of the USGS topographic map and observations of the general area and site topography,
surface run-off would be expected to flow generally to the northeast across the site.
The subject site is located within the Piedmont Physiographic Province. The Piedmont
Physiographic Province generally consists of hills and ridges which are dissected by a system of
swales and streams. The Piedmont Physiographic Province is predominantly underlain by
metamorphic rock (formed by heat, pressure and/or chemical action) and igneous rock (formed
directly from molten material). The topography and relief of the Piedmont Province has
developed from differential weathering of the igneous and metamorphic rock. Ridges and hills
have been developed in areas of less weathered rock. Because of the continued chemical and
physical weathering, rock in the Piedmont Physiographic Province is generally covered with a
mantle of soil that has weathered in place from the parent bedrock. These soils vary in thickness
and are referred to as residuum or residual soils. The residuum is typically finer grained and has
higher clay content near the surface because of the advanced weathering. Similarly, the soils
typically become coarser grained with increasing depth because of decreased weathering. As the
weathering decreases, the residual soils generally retain the overall appearance, texture and
foliations of the parent rock.
In general, groundwater movement in the Piedmont Physiographic Province is from higher to
lower elevations. As such, the presumed direction of groundwater flow is generally to the
northeast across the site. Based on the presumed groundwater flow direction, areas to the north
and west are potentially up-gradient of the site.
Soils at the site consist of silty to sandy clay from the ground surface to approximately 50 feet
below ground surface (bgs).
3.0 FIELD ACTIVITIES
The field activities were completed by Pilot on February 6, 2024. The field activities consisted of
collecting groundwater samples from existing monitoring wells MW-1, MW-2R, MW-3, MW-4,
MW-5, MW-6, MW-7, MW-8, MW-9, MW-10 and DW-1 (Drawing 4). Monitoring well MW-11
was not sampled due to the well being dry.
3.1 Monitoring Well Sampling
Groundwater samples were collected from the existing monitoring wells that did not contain free
product, using a disposable bailer and decontaminated pump. Prior to sampling, approximately

three well volumes were purged from the monitoring wells. The monitoring wells were purged
to remove silt and sediment from the groundwater and collect a representative sample of
groundwater. After the purging was completed, groundwater samples were collected in the
sample containers provided by the laboratory. Pilot personnel wore a new pair of disposable
nitrile gloves during purging and sampling. Each container was labeled and placed in a cooler
containing ice to maintain the samples at approximately 4 Celsius. The samples were then
transported to Pace Analytical (Pace) for chemical analysis. The groundwater samples collected
were analyzed for volatile organic compounds (VOCs) using Standard Method 6200B. A chain-
of-custody was maintained and is included in Appendix C. Isoconcentration maps for the
compounds that exceed their respective 2L Standard are included as Drawings 6 through 19,
respectively. Copies of the Monitoring Well Sampling Sheets are included in Appendix B.
The depth to the groundwater surface in monitoring wells MW-1 through MW-10 and DW-1 was
measured using a decontaminated water level indicator. The top of casing elevation for each
well was previously surveyed relative to an arbitrary benchmark (MW-1) with an assumed
elevation of 100.00 feet above mean sea level. The monitoring well elevations were utilized to
prepare a potentiometric surface map (Drawing 5). The relative groundwater elevations
collected from each monitoring well on February 6, 2024 are provided in Table 2. Based on data
collected during the assessment activities the groundwater flow direction appears to be generally
towards the northeast beneath the site.
3.2 Water Supply Wells
Pilot previously conducted a site reconnaissance of the site and the area within 1,500 feet of the
site to identify any potential visual evidence of water supply wells; such as well houses. Water
supply well questionnaires were sent to 100 property owners within 500 feet of the site. Twenty-
six questionnaires were returned. Water-supply wells were not identified based on the
responses to the questionnaires or the receptor survey. Receptor information is included on
Table 3.
3.3 Groundwater Modeling
Groundwater modeling was not completed based on a surface water featuring not being
identified within 500 feet of the source area of the release.
3.4 Free Product Investigation and Recovery
Free product was not observed in monitoring wells during this sampling event.

4.0 LABORATORY ANALYTICAL RESULTS
4.1 Groundwater Sample Analysis
Laboratory analysis of the groundwater sample collected from monitoring well MW-10 did not
detect targeted compounds above the laboratory quantitation limits. Laboratory analysis of the
groundwater samples collected from monitoring wells MW-2R, MW-6 and DW-1 detected
several targeted compounds above laboratory quantitation limits, but below their respective 2L
Standards. Laboratory analysis of the groundwater samples collected from monitoring wells
MW-1, MW-3, MW-4, MW-5, MW-7, MW-8 and MW-9 detected several targeted compounds
above their respective 2L Standards. The concentration of benzene exceeds its GCL in the
groundwater samples collected from monitoring well MW-4. The concentration of MTBE exceeds
its GCL in the groundwater sample collected from monitoring well MW-9. A summary of the
groundwater analytical results is presented in Table 4. The laboratory data sheets are included
in Appendix C. Historical groundwater concentration graphs for monitoring wells MW-1, MW-3,
MW-4 and MW-5 are included in Appendix A.
Pilot completed a mass contaminant calculation for the site (see table below), utilizing the
groundwater data. The groundwater contaminant mass is calculated by multiplying the mean
groundwater concentration by the source area calculation (surface area) by the depth of the
groundwater contamination zone by the porosity. The benzene concentrations were utilized for
the groundwater mass contaminant concentration calculation. Based on the calculation, the
total groundwater contaminant mass for the February 6, 2024 is 12.86 Kg, an estimated 43.19%
decrease in contaminant mass since July 13, 2021.

5.0 CONCLUSIONS
Based on the activities, Pilot concludes the following:
Laboratory analysis of the groundwater samples collected from monitoring well MW-10 did not
detect targeted compounds above the laboratory quantitation limits. Laboratory analysis of
the groundwater samples collected from monitoring wells MW-2R, MW-6 and DW-1 detected
several compounds above laboratory quantitation limits, but below their respective 2L
Standards. Laboratory analysis of the groundwater samples collected from monitoring wells
MW-1, MW-3, MW-4, MW-5, MW-7, MW-8 and MW-9 detected several targeted compounds
above their respective 2L Standards. The concentrations of benzene exceeds its GCL in the
groundwater samples collected from monitoring well MW-4. The concentrations of MTBE
exceed its GCL in the groundwater samples collected from monitoring well MW-9.
The groundwater flow was calculated to be generally flowing to the northeast.
The previously returned questionnaires and receptor survey did not indicate the presence of
water supply wells within 1,000 feet of the source area of the release.
A surface water feature was not identified within 500 feet of the source area of the release.
The plume of groundwater impacted above the GCLs appears to be reasonably defined. The
plume of groundwater impacted above the 2L Standards appears to be reasonably defined;
however, additional horizontal delineation monitoring wells are likely not feasible to south
based on the presence of the road and railroad.
Please note that an apparent UST is located in the vicinity of monitoring wells MW-6 and MW-
7. Pilot does not have information pertaining to if a release has occurred from the UST or if an
undocumented release is contributing to the detected groundwater concentrations in MW-7.
Based on the findings and the intermediate ranking of the site, Pilot considers this release to
be a candidate for monitored natural attenuation. Based on the site being a city park with
decorative brick pavers, fountains, irrigation system, and raised planter beds, active
remediation activities or soil removal may be limited or not feasible.
Based on the decrease in the contaminant mass likely due to the recent AFVR event, Pilot
recommends completing an additional AFVR event in an effort to further decrease the
dissolved phase concentrations. Injection of a remediation product may also be an option to
decrease the dissolved phase concentrations if contaminated groundwater and vapor
extraction does not decrease the detected concentrations to below the GCLs in a timely
manner.

6.0 RECOMMENDATIONS
Pilot recommends that the current property owner/responsible party submit a copy of this
Groundwater Monitoring Report to the NCDEQ, UST Section for their review. A Notice of Residual
Petroleum (NORP) is required to be recorded prior to a property transaction occurring.
7.0 QUALIFICATIONS OF REPORT
The activities and evaluative approaches used in this assessment are consistent with those
normally employed in assessment projects of this type. Our evaluation of site conditions has
been based on our understanding of the site project information and the data obtained during
our field activities.

1,2-Diphenylhydrazine decomposes to and cannot be separated from Azobenzene using Method 8270. The result for each analyte is
