(ATC), on behalf of Cary Oil Company, Inc. (Cary Oil), is submitting this monitoring report for the Duncan Junction facility located at 12638 N.C. Highway 42 West in Holly Springs, Harnett County, North Carolina (Incident #48321). Currently, the site is an active convenience store and retail fuel outlet. A site topographic map is presented as Figure 1 and site map is presented as Figure 2. UST owner/operator and system information is included in Table 1. 2.0 EXECUTIVE SUMMARY The presence of petroleum-related impacts to soil, above Soil-to-Groundwater (STGW) Maximum Soil Contaminant Concentrations (MSCCs) appear limited to the area of the dispenser island location. Horizontally, the extent of impacted soil is in the vicinity of the dispenser islands. Vertically, impacted soil extends to the water table. Historical soil analytical data along with a map depicting the locations of soil samples are provided in Appendix A. Overall, the dissolved contaminant concentrations of concern are dissolved naphthalene and dissolved C9-C22 Aromatics concentrations in monitoring well MW-2. As a consequence of the assessment activities conducted at the facility, the horizontal extent of dissolved petroleum hydrocarbon concentrations has been reasonably defined. Light non-aqueous phase liquid (LNAPL) has not been associated with this release. Based on the most current groundwater analytical data, it appears the dissolved target compound concentrations at the site have decreased through time. ATC recommends continued semi-annual groundwater sampling of the monitoring wells to determine if the wells continue to decrease through time. The next semi-annual groundwater sample event will be scheduled for September 2024. 3.0 SITE HISTORY Laboratory analytical results of soil and groundwater samples collected from the site during a Phase II Environmental Site Assessment (ESA), as part of a future property transaction, detected target compound concentrations above established STGW-MSCCs and established 2L Standards. Groundwater Monitoring Report April 26, 2024 NCDEQ Incident No. 48321 Page 2 On March 14, 2022, the North Carolina Department of Environmental Quality (NCDEQ) issued a Notice of Regulatory Requirements (NORR) requesting the performance of a Limited Site Assessment (LSA) Report. A Phase II LSA was submitted to the NCDEQ on June 21, 2022. In response to findings in the LSA Report, the NCDEQ requested the installation of three additional monitoring wells and subsequent groundwater sampling. The subject facility and surrounding properties are zoned RA-30 by Harnett County. RA-30 is established as primarily a single family residential and agricultural district. Some small commercial businesses and resident areas characterize the surrounding area. Adjacent property owner information is included as Table 2. During previous assessment activities, eighteen water supply wells were identified within 1,500 feet of the source area. Eight of the eighteen identified water supply wells are on properties that are connected to the public water system as water meters were noted on the properties. The remaining ten properties use a water supply well for potable purposes. Nine of the ten water supply wells are located within 1,000 feet of the source area. Four of the water supply wells were identified within 500 feet of the source area with the closest water supply well being identified approximately 180 feet north of the source area. Water supply information is summarized in Table 3 and depicted on Figure 3. Several ponds/retention ponds were identified within 1,500 feet of the source area. An intermittent stream/drainage ditch was identified along the western property boundary. It appears this intermittent stream/drainage ditch drains into a retention pond located approximately 520 feet south of the source area. Another retention pond was identified approximately 350 feet northwest of the source area. The remaining retention ponds were identified 800 feet southeast, 1,200 feet south, 1,400 feet northeast, and 1,360 feet southwest of the source area. This report documents the results of a groundwater sampling event conducting during March 2024. Groundwater Monitoring Report April 26, 2024 NCDEQ Incident No. 48321 Page 3 4.0 GROUNDWATER MONITORING 4.1 Geology and Hydrogeology According to the Geologic Map of North Carolina (Brown, et al., 1985), the site lies within the Cretaceous Middendorf Formation of the Coastal Plain Physiographic Province. The bedrock is characterized by grey to pale grey with an orange cast, mottled sand, sandstone, and mudstone. Clay balls and iron-cemented concretions are common. Aquifers in the Coastal Plain are regional in extent, consisting of porous sand and limestone aquifers. The Coastal Plain sediments have been divided by Winner and Coble (1996) into ten aquifers separated by confining units. The shallow unconfined aquifer present in most areas is called the surficial aquifer. The confined aquifers include the Peedee, Black Creek, Upper Cape Fear, Lower Cape Fear, Castle Hayne, Beaufort, Pungo River, and Yorktown aquifers. According to the Web Soil Survey, the predominant site soil is Fuquay loamy sand with 0 to 6 percent slopes. Typically, this soil is composed of loamy sand to 28 inches. From 28 to 80 inches, the soil is typically a sandy clay loam. The parent material is sandy marine deposits over loamy marine deposits. The soil is well drained. The depth to water table is generally 40 to 61 inches and the available water supply is low. Groundwater movement in the upper portion of the surficial aquifer appears to flow in a westerly direction across the site. Historical groundwater flow maps are provided in Appendix B. 4.2 Groundwater Elevations On March 20, 2024, ATC collected static water level measurements from monitoring wells MW-1 through MW-6. Depths to water measurements were collected using an electronic oil/water interface probe. The groundwater depths were converted to relative elevations using an assumed datum of 100 feet relative to an arbitrary on-site benchmark. Monitoring well construction details are included in Table 4. Current and historical groundwater elevation data are included in Table 5. A groundwater elevation contour map based on the March 2024 static water level data is included as Figure 4. Based on the recent groundwater level measurements, groundwater flow appears to be toward the southwest. Historical groundwater flow maps are provided in Appendix B. Groundwater Monitoring Report April 26, 2024 NCDEQ Incident No. 48321 Page 4 4.3 Groundwater Analytical Results Monitoring Wells On March 20, 2024, groundwater samples were collected from monitoring wells MW-1 through MW-6. The monitoring wells were purged prior to sampling by removing a minimum of three well volumes of water from each well. After allowing sufficient time for recharge, a representative groundwater sample was collected from each well using a new, disposable Teflon bailer. Upon collection, the groundwater samples were placed into laboratory-approved containers, packed in ice, and delivered under chain-of-custody to SGS North America (SGS) in Scott, Louisiana for analyses. The groundwater samples were analyzed by Environmental Protection Agency (EPA) Methods 6200B to include ethanol and oxygenates and EPA Method 625 plus ten highest non-target peaks. It should be noted that monitoring wells MW-3 and MW-6 did not recharge enough to fill the laboratory jars for EPA Method 625; therefore, this analysis was not run on these samples. The laboratory analytical results from the March 2024 sampling event detected dissolved naphthalene and 1-Methylnaphthalene concentrations above established 2L Standards in the groundwater sample collected form monitoring well MW-2. A summary of the recent groundwater analytical data is presented in Table 6 and a historical summary of groundwater analytical data is presented in Table 7. Dissolved contaminants of concern are depicted on Figure 5. A copy of the laboratory analytical report is included as Appendix C. Due to limited data, groundwater trend plots could not be graphed at this time. Water Supply Wells On March 20, 2024, ATC personnel collected a groundwater sample from the water supply well located at 12665 N.C. Highway 42 (WSW-1). A spigot on the residence was allowed to run for approximately 15 minutes prior to sample collection. The groundwater sample was collected directly into laboratory-approved containers, packed in ice, and delivered under chain-of-custody to SGS North America (SGS) in Scott, Louisiana for analyses. The groundwater sample was analyzed by Environmental Protection Agency (EPA) Methods 6200B to include ethanol and oxygenates and EPA Method 625 plus ten highest non-target peaks. Laboratory analytical results of the groundwater sample collected from water supply well Groundwater Monitoring Report April 26, 2024 NCDEQ Incident No. 48321 Page 5 WSW-1 detected a dissolved ethanol concentration (estimated value) above the laboratory method detection limit (MDL). Additionally, the total tentatively identified compounds (TICs) from EPA Method 625 detected an estimated concentration of 3.9 micrograms per liter (µg/L). A summary of the groundwater analytical data is presented in Table 6. The approximate location of the water supply well is provided on Figure 3. A copy of the laboratory report is included as Appendix C. 5.0 MONITORING PLAN AND SCHEDULE ATC recommends continued semi-annual groundwater sampling of the monitoring wells to determine if the wells continue to decrease through time. The next semi-annual groundwater sample event will be scheduled for September 2024. 6.0 CONCLUSIONS ATC has performed a groundwater sampling event at the Duncan Junction facility located in Holly Springs, North Carolina. Based on field activities, observations, and groundwater analytical results, ATC concludes the following: • Depth to groundwater measurements ranged from 2.47 feet to 4.46 feet below ground surface MW-5 and MW-2, respectively. Based on information obtained during the March 2024 sampling event, groundwater appears to flow across the site in a southwesterly direction; • Horizontally, the extent of impacted soil is in the vicinity of the dispenser island area. Vertically, impacted soil extends to the water table; • The laboratory analytical results from the March 2024 sampling event detected dissolved naphthalene and 1-Methylnaphthalene concentrations above established 2L Standards in the groundwater sample collected from monitoring well MW-2; • The laboratory analytical results of the groundwater sample collected from water supply well WSW-1 detected a dissolved ethanol concentration above the laboratory MDL. Additionally, the TICs from EPA Method 625 detected an estimated concentration of 3.9 µg/L; and, • Based on the most recent groundwater analytical data, it is appears dissolved target compound concentrations at the site have decreased through time.
