Active; Annual Yard Waste Facility Notification issued July 2024; expires 31 May 2025. *A completed Yard Waste
Facility Annual Notification Form must be submitted to the Solid Waste Section Compost and Land Application
Branch on or before 1 June 2025.
PURPOSE OF SITE VISIT:
Comprehensive Facility Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This facility is a Yard Waste Facility Notification under two acres in size.
2) This facility is permitted to receive:
a. Untreated and unpainted wood waste.
b. Silvicultural Waste as defined in 15A NCAC 13B .0101(41): Waste materials produced from the care
and cultivation of forest trees, including bark and woodchips.

c. Yard Trash as defined in 15A NCAC 13B .0101(55): Solid waste resulting from landscaping and yard
maintenance such as brush, grass, tree limbs, and similar vegetative material.
d. Yard Waste as defined in 15A NCAC 13B .0101(56): Yard trash and landclearing debris to include
stumps, limbs, leaves, grass.
3) This facility can receive the aforementioned wastes for processing and storage in volumes not greater than
6,000 cubic yards onsite at any one time including finished product.
4) Signage is posted at the entrance stating the facility contact information and types of waste received.
5) The facility access road is of all-weather construction and is being managed properly at this time.
6) This site is secured by a locked gate at the entrance and has controlled access for security. The gate was open
upon my arrival and an attendant was on-site during this inspection.
7) All waste setbacks and property buffers are being maintained as required.
8) Roll off containers are maintained on site for the removal of any unpermitted wastes found on site. All
unpermitted wastes are hauled to the Onslow County Municipal Solid Waste Landfill, permit #67-09 in
Meadowview, NC for final disposal.
9) Landclearing waste, yard trash, and clean wood debris have been brought on site for processing with a
grinder.
10) Clean fill and processed topsoil screened from the incoming waste streams are staged on-site for sale/reuse.
11) Uncontaminated scrap concrete is staged on site in an area adjacent to the site office for crushing/grinding and
reuse. *Please note that the State rules regarding recovered materials state that for a material to qualify as a
recovered material, the majority of the material (75% or more) must be sold, used, or re-used within the
calendar year of staging at the site. If the required volume of materials is not re-used as required, then the
materials must be properly disposed at a Facility permitted to receive such wastes.
12) A John Deere 700K LGP Crawler/Dozer is maintained on site for facility operations and maintenance.
13) The waste types were reviewed. The waste type on site was vegetative debris only and no unpermitted wastes
or unacceptable waste streams were noted during this inspection.
14) All marketable hardwood timber brought on-site is cut, split, cured, and sold for firewood.
15) All marketable softwood timber is staged on-site until transferred to the wood processing facility for milling.

16) A Bandit Industries Model 3090 chipper is maintained on site for processing the vegetative materials brought
to the Facility. No grinding or processing operations were underway during this Facility Compliance
Inspection.
17) All ground wood chips are removed from the site and sold for use as boiler fuel.
18) A John Deere 437D log loader and a Franklin KBL28 log loader are maintained on site for the processing of
vegetative materials brought to the Facility.
19) Less than six thousand cubic yards of processed and unprocessed vegetative waste was observed on-site
during this Facility Compliance Inspection. *Please continue to ensure all waste brought on site is processed
and reused in a timely manner.
20) No off-site erosion was observed during this inspection.
21) No violations were observed during this inspection.
