The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any

ADDITIONAL COMMENTS:
1) This permit issued on December 15, 2023, is a Life-of-Site Permit as defined in N.C.G.S. 130A-294(a2). 2) Copies of this permit, the approved plans, and records required to be maintained by the permittee were being
maintained at the facility and available to the Section the day of this inspection. 3) The facility is permitted to receive solid waste generated within Chowan County, North Carolina. Waste transported for disposal is sent to the East Carolina Regional Landfill in Aulander (Permit No. 08-03). 4) This facility is NOT open to the public- Town of Edenton only. Waste pickup is conducted on Monday, Thursday and Friday. Working hours are 7am to 4pm. 5) Interior roads are constructed of all-weather material and maintained well. 6) Facility signage is adequate. 7) This facility is secured by chain link fencing with locking gates. 8) The Leachate is contained in an underground tank with an alarm system and the leachate discharges into the Town’s sanitary sewer system. It is recommended that the Town confirm the size of the underground storage tank and determine a way to monitor the amount of leachate flow. It was reported that the sludge solids in the leachate storage
tank are pumped out as needed. 9) This facility uses a waste compactor to load the waste through the rear of transport trailers. 10) Certified Transfer Station Operations Specialists; David Myers, expires 10/9/25, Chris McNeil, expires 12/12/2026, Anthony Felton expires 5/10/2026, Mike Dixon expires 5/26/2025, Alden Winslow, expires 5/10/26, Kermit Owens expires 12/12/2026, Eric Fooks expires 5/26/2025, Tyler Ashley expires 12/12/2026, Shannon Jones expires 5/17/2027, Larry Boatwright expires 12/12/2026, Curtis Rawls, expires 5/26/25, and Dae Quin Johnson expires
5/17/2027. 11) Internal training records were reviewed and found complete. Be sure to document the required eight hours training of ALL staff by keeping a sign-in sheet, with trainee names, along with the subject of training, length of time of training in minutes or hours and the date(s) as you are currently doing. 12) Windblown trash was not an issue during this inspection. The site was very clean the day of this inspection. 13) Screening records were reviewed and found up to date. 14) The tipping floor was clean during this inspection. 15) Cleaning records were reviewed and found up to date. 16) The exterior roof and gutter system of the transfer station requires some maintenance. The facility provided a copy of a recent quote dated 10/25/2024 for this work and is expecting to complete this work in the coming months weather permitting.
17) Overall, the transfer station is well managed and is being maintained. 18) Some digital photographs were taken during this inspection and are attached to this report. Please contact me if you have any questions or concerns regarding this inspection report.
