PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: Permit: ATTACHMENT 3, CONDITIONS OF OPERATING PERMIT; 13. Testing of finished compost and distribution must be conducted in accordance with the requirements of Rule .1407 and the permit application. The sample collected for metals analysis is to be a composite sample from subsamples accumulated from each batch produced during the six-month period, or 20,000 tons of compost produced, whichever comes first. Training: ATTACHMENT 3, CONDITIONS OF OPERATING PERMIT; 5. The facility must have a trained operator, in accordance with 15A NCAC 13B .1409 (19), no later than November 1, 2022. A responsible individual trained in facility operations must be onsite during all operating hours of the facility. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 5 ADDITIONAL COMMENTS: 1) The Permit to Operate was issued April 22, 2020, and shall expire April 22, 2030. Pursuant to 15A NCAC 13B .1401 (c), no later than December 22, 2029, the permittee must submit a request to the Section for permit review and must update pertinent facility plans. 2) Facility has required signage. 3) Facility is secured by fencing and locking gates. 4) Interior roadways are constructed off all-weather materials. 5) Active Compost Windrow sizes do not exceed maximum size of 10ft high and 24ft wide. 6) Stockpiled feedstock windrows do not exceed maximum size of 30ft high and 50ft wide. 7) Fire lanes are present, per permit conditions. 8) Local Fire Department has keys to facility entrance gate to enable quick entry for any fire that may occur after work hours. 9) All on-site feedstock materials were of the permitted types. Pine bark, peanut hulls, and one older pile of cotton gin waste was on-site the day of this inspection. 10) Incoming feedstock records were reviewed during this inspection. 11) Finished product was observed and appears to be clean and of good quality. 12) Outgoing load records were reviewed during this inspection. 13) No leachate was noted leaving site footprint. The site was clean and dry. 14) The facility has fire extinguishers available in working areas and the office to fight fires. 15) The facility is currently operating under the new permit and appears in compliance with Type 2 composting requirements with the exception of testing the finished product every six months or 20,000 tons. The site is a small producer so testing the final product every six months appears to apply in this case. Observed permit violation- No 2024 analysis of finished product was conducted. A list of compost laboratories was provided during the inspection. The facility needs to sample and send to a lab for analysis. See page 1 for more information. 16) Observed permit violation- The facility owner/operator reported over 20 years of experience in composting but has not completed the required NC compost operator training. The last calibration record was dated 7/2/2024. 18) Two active compost piles were observed the day of the inspection. Compost pile temperature records were reviewed through 10/16/2024. 19) Overall conditions at this facility were very good. 20) Digital pictures were taken during this inspection, with some attached to this report. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes.
