PURPOSE OF SITE VISIT: Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS 1. The facility accepts yard waste collected curbside from residents of the Town of Zebulon. The incoming waste is periodically ground onsite and then given away to the public, removed by contractors, or used internally. 2. The facility is not open to the public and is secured by a locking gate with a keypad. The access road to the site is of all-weather construction and is maintained in good condition. 3. The facility operations area is less than two acres in size, the limits of which are delineated with chain link and sediment fencing. Adequate fire breaks and spacing were identified around waste piles. 4. At the time of this inspection, windblown municipal solid waste (MSW) and litter was scattered throughout the facility grounds and around the waste piles. Two 15-yard roll off containers filled to capacity with MSW and multiple 55-gallon plastic collection bins containing waste were located adjacent to the facility operations area. Mr. Ray stated that the roll-off containers held bulky waste from curbside collections and were removed/emptied every week. Ensure that temporary storage of bulky waste and MSW occurs outside the limits of the YWN, and that filled containers are promptly removed from the site. Any windblown waste or litter should be picked up from the facility grounds by the end of each day, placed in containers, and disposed of properly. 5. Less than 6,000 cubic yards of yard waste, including ground material, was stored onsite at the time of this inspection. 6. Mr. Ray stated that ground wood mulch temperatures are monitored prior to public distribution to ensure pathogen reduction requirements are met. Temperature records were not reviewed during this inspection. 7. No areas of standing water or erosion were observed during this inspection. 8. Digital photographs were taken during this inspection.
