This permit shall expire 12 July 2026. Significant site changes may require permit modification. The owner or operator should submit a request to the Section for permit review prior to 12 January 2026, and must update pertinent Facility plans including, but not limited to, the Facility operation. PURPOSE OF SITE VISIT: Comprehensive facility compliance inspection STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: There were no violations observed during this inspection. Please see the ADDITIONAL COMMENTS section below for details concerning this inspection. ADDITIONAL COMMENTS: 1) This facility is a Landclearing and Inert Debris (LCID) Landfill and must be operated in accordance with the operational requirements of the NC Solid Waste Management Rules, outlined in 15A NCAC 13B .0566. 2) This facility is permitted to receive land clearing waste; yard trash; untreated and unpainted wood; uncontaminated soil; inert debris such as unpainted rock, brick, concrete, and concrete block; and asphalt in accordance with NCGS 130-294(m). FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6713_INSP_20241024 Page 2 of 3 3) The facility is secured by means of a locked gate at the entrance. The gate was closed and locked upon my arrival and no attendant was on site during this inspection. 4) Proper signage including the facility permit number, accepted waste types, and the emergency contact number is posted at the entrance. 5) The facility access road is of all-weather construction and is being maintained in overall good condition. Gravel has been brought on-site and stockpiled in an area adjacent to the landfill for use in road building and maintenance. 6) Edge of waste markers delineating the permitted waste disposal footprint are in place and maintained as required. 7) Scrap concrete has been placed in a berm around the toe of the active area outlining the disposal footprint. Portions of the concrete berm have been covered with soil; the remaining portion of this material will be completely covered as construction of the initial lift is completed. 8) A coppice-type cover of native warm season grasses has been established on all inactive areas of the landfill. 9) The active working face is currently being maintained in a compact and manageable size. 10) Soil has been brought on-site and stockpiled for use as cover. 11) The waste type was reviewed. The waste type was landclearing and inert debris only and no unpermitted materials were observed on site during this inspection. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6713_INSP_20241024 Page 3 of 3 12) No off-site erosion was observed during this inspection. 13) This facility maintains a Caterpillar D3G Tracked Crawler/Dozer and a Caterpillar 312C Hydraulic Excavator on site for maintenance, grading, and facility operations. 14) Marketable hardwoods have been staged on site in an area adjacent to the landfill for reuse. 15) No violations were observed during this inspection.
