STATUS OF PERMIT:
Active; Life of Site Permit to Operate (PTO) issued 15 July 2020. This permit shall expire 28 October 2079. Pursuant
to NCGS 130A-295.8, the permitee must submit a permit application for any change to the approved engineering
plans or for a substantial amendment to the permit. An application for a permit must be prepared in accordance with
all applicable statutes and rules in effect on that date.
PURPOSE OF SITE VISIT:
Partial Facility Compliance Inspection without records review
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
1) 15A NCAC 13B .0104 (a) states “The owner or occupant of any property, unless exempted from the rules of
this Subchapter in accordance with G.S. 130A-294(b), shall be responsible for the sanitary storage of all solid
waste accumulated on the property.”
2) 15A NCAC 13B .0104 (d) states “All solid waste shall be stored using safe and sanitary practices for the
preservation of the public health and welfare and the environment that prevents the generation of leachate, the
attraction of vectors, the release of odors, and the release of waste or leachate to the environment.”
3) 15A NCAC 13B .0402 (a) states “The owner or operator of a transfer station (site) shall comply with the
conditions of the permit issued by the Division. In the event of noncompliance with the permit, the owner or

operator shall minimize the release of waste, leachate, or contaminants to the environment, and shall prevent
adverse impacts to human health or the environment.”
4) 15A NCAC 13B .0405 (a) states “The owner or operator of a transfer station (site) shall maintain and operate
the site in accordance with the operations plan incorporated into the permit by Rule .0404(d) of this
Section…”
5) 15A NCAC 13B .0405 (a) (10) states “Windblown waste: Site staff shall conduct daily inspections for
windblown waste on the site property. Windblown litter from site operations discovered during the daily
inspections or observed on adjacent properties shall be picked up and containerized for disposal by the end of
each operating day, unless the landowner of the adjacent property denies access to site staff. The site shall
prevent waste from being blown outside the waste handling areas by the wind…”
6) 15A NCAC 13B .0405 (a) (10) (c) states “preventing waste from leaving the site using methods such as
fencing, netting, or diking.”
7) 15A NCAC 13B .0405 (a) (11) states “Site Cleaning and Maintenance: Unless otherwise stated in the site
permit, all waste shall be removed from the tipping floor, the truck loading bays, and from behind push walls
by the end of each day of operation and disposed of in accordance with this Subchapter. The tipping floor,
push walls, and truck loading bays shall be cleaned with a pressure washer no less than once per month. The
remaining areas of the site building including side walls and any material storage areas outside of the building
shall be cleaned with a pressure washer no less than twice per year. Wash water generated from cleaning
waste handling areas shall be contained and treated as leachate. Cleaning and maintenance records shall be
maintained and made available to the Division upon written request.”

inspection.
ADDITIONAL COMMENTS:
1) This is a Solid Waste Transfer Facility and is permitted to receive Solid Waste as defined in NCGS 130A-
290(a)(4); (14); (15); and NCGS 130A-294 (m).
2) This facility is permitted to receive Construction & Demolition Waste generated in Brunswick, Carteret,
Craven, Duplin, Jones, Lenoir, New Hanover, Onslow, Pamlico, Pender, Pitt, and Wayne Counties.
3) Construction and Demolition Waste must be transported for disposal to the Maysville Construction and
Demolition Landfill in Jones County, permit #52-03.
4) Proper signage including the facility permit number, accepted waste types, banned or excluded items, and the
emergency contact number is posted at the facility entrance.
5) No off-site erosion was observed during this inspection.
6) The facility is secured by means of a locked gate at the entrance. The gate was open upon my arrival and
facility personnel were on-site during this inspection.
7) The facility access road is of all-weather construction and is being maintained in overall good condition.
8) A roll-off container is maintained onsite for the collection and removal of unpermitted wastes screened from
incoming loads. This container is removed from the site and all collected waste disposed at the Coastal
Environmental Partnership Carteret County Transfer Station, permit #16-04T.
9) Waste was observed deposited on the concrete tipping floor outside of the covered area. *Please ensure all
incoming waste is deposited on the covered portion of the tipping floor and is maintained in this area until
placed into trailers for transport.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as ma be necessar to achieve com liance with the North Carolina Solid Waste Mana ement Act and Rules.

10) Overflow waste was observed collected around the facility outside the concrete push walls. *Within thirty
days of receipt of this report, please collect and properly manage all overflow debris on site. Moving forward,
please ensure that all overflow waste is collected and properly managed at the end of each workday or more
often as necessary. It may be necessary to extend the height of the concrete push walls to help prevent waste
from overtopping during daily operations.
11) An adequate number of trailers are not being maintained on site for the volume of waste managed by the
facility. No trailer loading operations were underway during this inspection and there were no trailers on site
during this inspection. *Please ensure an adequate number of trailers are maintained on site to properly handle
the volume of waste managed by this facility.
12) Windblown debris was observed around the site and collected along the chain-link perimeter fence. *Within
thirty days of receipt of this report, please collect and properly manage all windblown debris on site. Moving
forward, please ensure that all windblown debris is collected and properly managed at the end of each
workday or more often as needed.

13) The waste type was reviewed. The waste type was C&D only and no unpermitted wastes were observed on
the tipping floor during this inspection.
14) *Corrective measures are required as a result of this inspection.
