The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any

ADDITIONAL COMMENTS:
1. This facility has the required signage and has locking gates at the entrance.
2. The access roads are of all-weather construction. 3. Waste is being transported to WM-Atlantic Waste Disposal Landfill in Waverly, VA, or transported to East Carolina Regional Landfill (permit #08-03) in Aulander, Bertie Co.
4. The tipping floor, interior wall, and fans were observed clean the day of this inspection. 5. Leachate drains appeared clean the day of this inspection. 6. The facility has three leachate tanks. Leachate removal records were reviewed and found up to date.
7. No windblown trash was noted at the facility during this inspection. 8. Screening records were reviewed and found up to date. 9. Scale tickets were reviewed and found well organized and complete. 10. The trailer loading bay was clean during operating hours and at closure.
11. Scrap metal is pulled from the waste stream at this facility and is placed into containers for recycling. 12. Operating hours for this facility are Monday – Friday, 8am to 4:30pm and Saturday, 8am to 12pm.
13. Permit and operations plan were available and reviewed along with training records. 14. The facility has multiple Certified Transfer Station Operations Specialists. Some of the operators and their certification dates are below:
Zack Sterling – expires August 7, 2027 Tony Reid – expires August 7, 2027 Janice V. Brown – expires October 19, 2028 15. Trailers were observed and some are still in need of repairs to rear door seals and latches. However, no leachate release from the trailers was observed. Please confirm leachate is collected and managed appropriately until repairs can be made to the trailers.
16. This facility is well managed and maintained.
