Active, PTO/PTC, Life of Site Permit. Issued April 12, 2018. Expansion, New Fill Sequence 2 was approved for construction in 2019 and approved for operation on February 09, 2023.
PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: 15A NCAC 13B .0542 j (3), “The access road to the CDLF shall be of all-weather construction and maintained to allow access by Department vehicles or vehicles containing waste. The access roads or paths to monitoring locations shall be maintained to allow access by the Department.” At the time of this inspection one section of CDLF is steeply sloped and not accessible by vehicles transporting waste,
Department staff, and fire-fighting vehicles. The day of the inspection some of the monitoring wells were located in treed

and densely vegetated areas with no all-weather access roads or paths to the monitoring locations.
ADDITIONAL COMMENTS:
1) Landfilling of Fill Sequence 2 is well underway, and work has begun to address stormwater that is shedding off the landfill.
2) Roads are made of all-weather Construction. However, with the growth of the CDLF’s size since sequence 2 started operating, a steep slope that has developed at the tree line area at the toe of the CDLF, is not currently accessible to vehicles transporting waste, Department staff, and fire-fighting vehicles. Some sediment, erosion and stabilization work was completed recently, but an all-weather road should be completed as soon as possible. Slope ratio’s should improve with the continued stabilization and the road work in progress. 3) Edge of Waste markers were observed. However, some at the toe of the steep slope side were difficult to view due to the current height of the slope and lack of an all-weather access road at the toe of the CDLF. 4) The facility has added new signage containing the required information.
5) Screening records were reviewed and found up to date. 6) Yard waste has some non-conforming waste that needs to be removed before mulching. 7) Cover logs were reviewed and were found up to date. Be sure that ALL C&D waste is covered weekly. The
facility has a plentiful amount of cover onsite. 8) Windblown waste was not an issue during this inspection. 9) The Scrap metal pile is being managed well.
10) White goods observed containing CFCs were upright. 11) Electronics wrapped and under cover, appear to be managed well. 12) Facility has installed permanent Edge-of-Waste markers.

14) The C&DLF was recently mowed. 15) Digital pictures were taken during this inspection with some attached to this report.
The Solid Waste Section will conduct a follow-up inspection within 30 days of the date of this report, to confirm the all-weather access road for the CDLF is complete and pathways are clear to allow 4-wheel drive vehicle access to monitoring locations.
