Dear Ms. Wilson:
As required under 15A North Carolina Administrative Code 13B .1628(a)(5), please find
enclosed three (3) copies of a written justification for a reduction in the post -closure cost
estimate for the above referenced facility. The Piedmont Landfill and Recycling Center was
entered into Post -Closure Care in accordance with Rule .1627(d) as of October 29, 2004.
Accordingly, a reduction in the post -closure cost estimate commensurate with the remaining
post -closure care period is appropriate. The enclosed justification for a reduction in the post -
closure cost estimate has been developed to account for this year's cost estimates as required
under Rule .1628(c)(1)(B) and the reduction in the post -closure care period, and is being
submitted for Division review and approval in accordance with Rule .1628(c)(1)(D). Please
note that the landfill is no longer subject to Title V or NSPS requirements as of February 8,
2016. It is anticipated that once Division approval is received, Policy No. CPCS94-0010
issued by National Guaranty Insurance Company of Vermont currently on file with NC DEQ
will be revised accordingly.
The procedure used to develop the enclosed estimate of post -closure care costs is based on
cost estimates provided to Waste Management of Carolinas by its engineering consultants for
the Calendar Year 2016. The estimate of annual costs is then multiplied by the remaining
years of post -closure care required to determine the revised amount of post -closure care
financial assurance required.
Please consider the information provided and advise as to whether Waste Management of
Carolinas may proceed with adjusting Policy No. CPCS94-0010 (with National Guaranty
Insurance Company of Vermont) for post -closure care of the Piedmont Landfill and
Recycling Center to a total amount of $1,378,527.
