Sign was presenttoday. Thank you. OBSERVED VIOLATIONS: 1) An application of septge occurred to Field 1 while I was on site. I checked the pH of the septage, and it was around a pH of 7. For domestic septage, the pH is required to be at a 12 for 30 minutes prior to application. Failure for septage to be at a pH of 12 when land applied is a violation of Rule .0842(c)(1) that states "domestic septage shall be treated in accordance with the requirements in 40 CFR 503 D (including AppendixA and B) except that 503.33(b)(11) is not incorporated." 40 CFR 503.32(c)(2) states "the pH of domestic septage applied to agricultural land, forest, or a reclamation site shall be raised to 12 or hiaher by alkali addition and. without the addition of more alkali. shall remain at 12 or hiaher for 30 minutes..." Need to ensure that the septage is lime stabilized as required for land application. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The "Septage Land Application Site" sign was observed at the entrance to the site. 2) The access road was in good shape. 3) Boundary markers present and visible. 4) Septage being applied to Field 1 when I arrived. No septage applications noticed outside of the permitted boundaries of the fields. 5) Applications appeared to follow the nutrient management plan. No spot dumps or thick applications noticed. 6) Application of septge occurred to Field 1 while I was on site. I checked the pH of the septage, and it was around a pH of 7. See picture below. Septage is required to be at a pH of 12 when applied. The treatment parameters for domestic septage or grease septage is as follows: For domestic Septage, the pH shall be raised to 12 or higher by alkali addition and, without the addition of additional alkali, shall remain at 12 or higher for 30 minutes prior to land application as per 15A NCAC 13B .0842(c)(1). For grease septage or grease septage mixed with domestic septage, the pH shall be raised to 12 or higher by alkali addition and, without the addition of additional alkali, shall remain at 12 or higher for 2 hours prior to land application as per 15A NCAC 13B .0842(c)(2). Need to ensure that the septage is treated with lime as required based whether it is iust domestic septage or if it is mixed with grease septage. 7) Both fields had been recently harvested. Large brown area noticed in Field 1. Need to get the winter crop planted. Broadleaf weed control needed for Field 2. 8) Some odors coming from the recent application. 9) No issues noticed with the setbacks. y I w t Required "Septage Land Application Site" back up. pH strips.
