STATUS OF PAST NOTED VIOLATIONS:
During the previous inspection, it was observed that septage was being applied in the rain which is a
violation of Permit Condition 10. No application observed today.
OBSERVED VIOLATIONS:
1) A white septage coating was noticed on the woody vegetation bordering the edge of the field. This is
a violation of Rule .0842(a)(12) that states "all septage discharges, including aerial drift from
discharges, shall be made within the permitted boundaries of the land application site." "the
minimum distance specified for a wood line is five feet, unless greater distance is required as part of
an erosion and runoff control plan."
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1) The required signage was present along access roads.
2) Access road ok.
3) All markers appeared to be up.
4) Septage observed on the woody vegetation bordering the field. See picture below. The woody
vegetation is outside of the permitted boundary of the field. Septage discharged outside of the
permitted boundary is a violation of Rule .0842(a)(12) as stated within the Observed Violations above.
Septage Rule .0841(d)(13) states in part "the minimum distance specified for a wood line is five feet,
unless greater distance is required as part of an erosion and runoff control plan." Need to make sure
when applying septage to the field that you are not within five feet of the woods and that there is no
aerial drift towards the woods.
5) No thick applications or spot dumps noticed.
6) Fescue coverage ok.
7) pH of septage not checked.
8) No objectionable odors noticed.
9) Setbacks appear to be as permitted.
