OBSERVED VIOLATIONS: NONE The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violationof the Solid Waste Laws, Regulations, Conditions of a Permit or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Page 1 of 2 FACILITY COMPLIANCE INSPECTION REPORT D_E Q�� Division of Waste Management NORTH CAROLINA OepaNnent of Environmental0ualiry Solid Waste Section ADDITIONAL COMMENTS 1) The required signage was present at Field 1A. 2) The access road was in good shape. 3) Required markers were present. 4) No recent applications noticed to either field. 5) No spot dumps or thick applications noticed. No septage discharges noticed outside of the permitted boundaries of the fields 6) Fescue stand needs improvement. 7) No objectionable odors noticed today. 8) Application submitted for permit renewal. Missing complete nutrient management plan, records, and landowner authorization. On 10/26/2021 an email was received from the landowner stating that he wanted Marlon (Victory Septic) to have the tank and the fields. See attached email. Have not spoken to Keith since March 1st 2020, there has been no sewage dumped on those fields since then. I just got finished reseeding the two small fields two days ago. Thanks. He stated that you were no longer going to allow Keith/Al Septic to use your property. Marlon stated that you were in favor of him getting the disposal fields & storage tank that were previously permitted to Al Septic. Can you please respond to this email as to whether or not this is what you wish to do. If it is your intention to allow Marlon to permit the additional fields & storage tank then I will move forward with closing out the site permits with Al Septic and work with Marlon on his permit modifications.
