STATUS OF PERMIT:
Permit to Construct – Phase 3, Permit To Operate – Phase 1 (Cells A, B, and C), Phase 2A (Cells 1 and 2 and Stage 2), Phase 2B and Phase 2C issued on May 20, 2024 for Life of Site. Permit For Closure – Phase 1 (partial) issued August 24, 2018. PURPOSE OF SITE VISIT:

with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any

ADDITIONAL COMMENTS
Land clearing activity for the construction of Phase 3 on the south side of the landfill has begun. John Nguyen, Ervin Lane, Lauren Hill, and Tim Davis, representing NCDEQ attended a pre-construction meeting with Mike Brincheck and Mac Jones of Smith Gardner, Inc, Jake Rogers and Jack Gorrell of Baxter Johnson, and Bryan
Wuester, Scott Kamp, and Richard Call of GFL. A routine compliance inspection was conducted after the meeting. 1. The facility is fenced and is secured by a locking gate when it is not open for operation. 2. The correct signage is posted at the entrance of the facility listing the facility name, permit number, hours of operation, emergency contact information, and a list of unacceptable wastes.
3. The facility accepts waste Monday through Friday from 7am until 4pm. 4. The interior roadways are of all-weather construction and are maintained in good condition. 5. The facility permit, operations plan, daily cover logs, and water quality and landfill gas monitoring reports were available onsite and were reviewed with Mr. Kamp and Mr. Call. 6. Waste screening records were verified up to 10/4/2024. Screenings are conducted approximately ten times
per week, and records of rejected loads are maintained within the operating record. 7. Windblown waste is well managed and very little windblown waste was observed outside of the active working area during this inspection. 8. The facility utilizes a water truck, which was being re-filled during this inspection, for dust control. 9. At the time of this inspection, the working face appeared to be approximately one-half acre in size. No
unacceptable wastes were identified within the waste stream. 10. Two small sections devoid of vegetation were located on the northern and southern side slopes, but overall existing vegetative cover on the side slopes of the landfill largely provided adequate coverage and was mowed to an acceptable height. Mr. Kamp and Mr. Call stated that they had recently seeded these non-vegetated areas, but heavy rains from Hurricane Helene had washed away the seed. No woody vegetation
was observed on the side slopes. 11. Permanent edge of waste markers (EOW) were observed around the landfill and are adequately spaced so that each one is visible to the next. 12. Excess sediment was observed within the sediment basin located on the western side of the landfill. Sediment had overrun and collapsed some of the baffles within the basin. Mr. Kamp stated that repairs to
the sediment basin and the stormwater drainage channels around the landfill are ongoing in the wake of Hurricane Helene. Continue to ensure that all erosion and sedimentation structures and devices are cleaned out, functioning properly, and maintained. 13. Digital photographs were taken during this inspection.
