PURPOSE OF SITE VISIT: Compliance Inspection NOTICE OF VIOLATIONS None. OBSERVED VIOLATIONS: None. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility is secured by a locking gate. 2. A ground mulch pile was identified to the north of the access road to the facility. 3. Metal recyclables and a refrigerator, lying on its side, were observed to the west of the ground mulch pile. Best management practices recommend that the refrigerator be stored upright until the CFCs can be properly removed. Ensure that the metal recyclables and refrigerator are properly recycled. 4. The unground vegetative waste was observed to the south of the access road. The vegetative waste has been pushed into the adjacent tree line. It is recommended that an access roadway be installed around the operating area to provide access for facility vehicles and for firefighting purposes. 5. Several plastic bags were observed within the waste stream. The unacceptable wastes should be removed and properly disposed of prior to processing. 6. Areas of standing water were identified at the base of the vegetative waste windrow. The area should be repaired and properly graded so that water is properly shed from the operating area. 7. During this inspection, it appears that the vegetative waste was closer than 50 feet to the property line. Ensure that the 50-foot buffer between the waste and property lines are being met. 8. Digital photographs were taken during the inspection. 9. Corrective actions are required as a result of this inspection report and must be completed within 30 days from the receipt of this inspection report. Please contact me if you have any questions.
