Renewal YWN submitted on May 15, 2024. PURPOSE OF SITE VISIT: Compliance Inspection STATUS OF PAST NOTED VIOLATIONS A. 15A NCAC 13B .1406 (6), "A site shall only accept those solid wastes that it is permitted to receive." RESOLVED: At the time of this inspection, the previously identified unacceptable wastes had been removed from the facility. Mr. Eaton stated that he had a cable installed along the power line to prevent access for illegal dumping at the facility. Continue to monitor and remove any unacceptable wastes as they are observed. OBSERVED VIOLATIONS: None. Page 1 of 2 NORTH CARnLINAD_E Q�� OepaNnent W Environnnnbl puel� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. The facility accepts waste from Town of Woodland Groundskeeping activities. No wastes are accepted from the general public. The waste is ground on site then used around the bases of flowers, shrubs, and trees around Woodland. 2. The access road to the facility is being properly managed at this time. 3. Access to the site is controlled by a locking gate, which was locked during thus inspection. A locking cable has been installed along the power line access located off Chestnut Street, which has helped prevent unauthorized dumping at the facility. 4. Signage is posted at the gate with emergency contact information. 5. No unacceptable wastes were observed within the waste stream. During this inspection, vegetative waste was observed in the northern area of the property. Ms. Thompson stated that the waste needed to be moved to the operating area and processed. Mr. Eaton stated that the staff would move the waste to the operating area and would send me photographs of the area afterwards. 6. A digital photograph of the southern portion of the yard waste area was taken from the gate during the inspection. Please contact me if you have any questions.
