STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 1) This inspection was a Comprehensive Facility Compliance Inspection. 2) The closed 4601-MSWLF-1983 was observed as part of the transfer station and yard waste area inspection at the site. The closed landfill was mowed and had good vegetation. 3) Some repair is needed for a sinkhole area identified during recent mowing. Caution tape has been placed around the hole until the facility completes the repair on the cap. Mr. Hunt indicated they had contacted a consultant regarding the proper method and soil type(s) to ensure proper repair. The repair should be completed, weather permitting, as soon as possible. 4) Some Groundwater Monitoring Wells were observed locked, labeled, and in good condition. Monitoring well data was available, but not reviewed. The hydrogeologist assigned to Hertford County is Ervin.Lane@deq.nc.gov. Some Methane Gas Monitoring data was reviewed, and the facility had questions regarding some of the results. Please direct any questions regarding the methane gas results directly to the hydrogeologist for the Hertford County Closed Landfill, Ervin.Lane@deq.nc.gov. 5) The Yard Waste area observed at the site still needs the entrance road to be made of all-weather construction. The facility indicated a plan to obtain slag, or crushed rock, or concrete for the road. 6) Some of the Digital Photographs taken during the inspection are attached. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Monitoring Wells MW- H and MW-M were observed locked, labelled, and in good condition.
