Dear Mr. Ward:
The Solid Waste Section (Section) has reviewed the Water Quality Assessment Report (FID 1893457)
submitted by Municipal Engineering, Inc. (MESCO) on behalf of Cherokee County. The Assessment was
conducted in accordance with the Assessment Workplan (FID 1818164) approved by the Section on
September 27th, 2023. Cobalt, 1,4-dichlorobenzene, benzene, and 1,4-dioxane exceedances were
reported in downgradient monitoring wells and MESCO installed additional downgradient monitoring
wells to define the horizontal extent of groundwater contamination. Monitoring well MW-8 was installed
downgradient of MW-4R, MW-9 was installed downgradient of MW-5, and MW-10 was installed
downgradient of MW-1. All three monitoring wells were installed at the compliance boundary and
samples were analyzed for constituents listed in 40 CFR 258 Appendix II and 1,4-dioxane. Cobalt was the
only constituent reported above the 2L Standard at concentrations of 13 ppm in MW-8 and 4.1 ppm in
MW-10.
Based on the lack of volatile organic compound exceedances in the newly installed monitoring wells,
MESCO concluded that the horizontal extent of groundwater contamination has been defined and the
installation of additional monitoring wells beyond the compliance boundary is not necessary at this time.
The Section approves MESCO’s recommendation and additional assessment beyond the compliance
