The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any

ADDITIONAL COMMENTS
1. The hours of operation are Monday to Friday, 7:30am-12:00pm and 12:30pm-4:00pm; closed weekends. 2. Facility is in the process of having a new sign printed.
3. The facility is properly secured with a locked gate. Personnel are onsite during operating hours. 4. Records were not reviewed during this inspection. 5. This facility is permitted to receive solid waste generated within Columbus, Brunswick, New Hanover, Pender,
Bladen, and Robeson Counties. Waste transported for disposal must go to Sampson County Disposal (Permit Number 8202-MSWLF-2000) in Roseboro. 6. Tires are being placed in a covered trailer upon receipt.
7. Windblown waste being well managed. 8. Waste on the tipping floor was being managed in accordance with the facility Permit to Operate and approved Operations Plan. No unacceptable items were observed at the time of the inspection. 9. The transfer station tipping floor requires concrete repair work with visible damage and cracking in large sections of the tipping floor. Repairs to the tipping floor need to be addressed before further damage is done. Facility is working with contractor to schedule dates for the tipping floor repair. Facility will close for one to two weeks so the entire tipping floor can be repaired at one time. 10. Per 15A NCAC 13B .0405 (11) Site Cleaning and Maintenance: Unless otherwise stated in the site permit,
all waste shall be removed from the tipping floor, the truck loading bays, and from behind push walls by the end of each day of operation and disposed of in accordance with this Subchapter. The tipping floor, push walls, and truck loading bays shall be cleaned with a pressure washer no less than once per month. The remaining areas of the site building including side walls and any material storage areas outside of the building shall be cleaned with a pressure washer no less than twice per year. Wash water generated from cleaning waste handling areas shall be contained and treated as leachate. Cleaning and maintenance records shall be maintained and made available to the Division upon written request. Facility has implemented good housekeeping measures by pressure washing the tipping floor and truck loading bays at least once a month, and pressure wash the remaining areas of the building at least twice per year. Facility staff are continuing to clean and maintain the facility the best they can with the damaged tipping floor. 11. The leachate collection system was reviewed and is operating properly at this time.
12. There were several charged fire extinguishers available for fire control. 13. The access around the facility is stable and no soil erosion was noted. 14. Digital pictures were taken during the inspection. 15. Corrective measures are necessary at this facility. Measures to bring the facility into compliance must be completed within 30 days of receipt of this report. The SWS will conduct a follow-up inspection in 30 days to ensure issues noted in this inspection report have been addressed.
