The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The permit approval to operate will expire December 20, 2024. Pursuant to 15A NCAC 13B .201(c), the permittee
must submit a permit renewal application prepared in accordance with 15A NCAC 13B .0565 and .0566 to the
Section no later than June 20, 2024.
2. The facility is open Monday through Friday, 7:00AM – 4:30 PM.
3. The facility is permitted to receive waste generated in Duplin County. The facility is permitted to receive for
disposal land clearing waste; yard trash; untreated and unpainted wood; uncontaminated soil; inert debris
such as unpainted rock, brick, concrete, and concrete block; and asphalt in accordance with N.C.G.S. 130A-
294(m).
4. The facility has proper signage.
5. Personnel are onsite during operating hours.
6. The facility is permitted to receive for disposal land clearing waste; yard trash; untreated and unpainted wood;
uncontaminated soil; inert debris such as unpainted rock, brick, concrete, and concrete block; and asphalt in
accordance with N.C.G.S. 130A-294(m).
7. Records were not reviewed at this inspection.
8. Unacceptable waste was noted during inspection on September 18, 2024. Several loads of corn had been dumped on
top of the LCID. Derrell Whaley was not at the site during the inspection but called Liz Patterson on September 19,
2024 to discuss the unacceptable waste. The corn was being cleaned up from a silo fie and brought to Duplin
County Transfer Station. The facility was attempting to load the corn to haul to Sampson County Landfill but it was
destroying the trailer and the trailer had to be cleaned out. The loads of corn were being given away to hog farmers
and hunters.
9. During the follow-up inspection on September 24, 2024 the unacceptable waste had been removed.
10. The access road to the facility is being managed properly.
11. Continue to monitor erosion until ground cover sufficient to restrain erosion has been established.
12. Cover soil is stored onsite.
13. Digital pictures were taken during the inspection.
