The Permit to Operate shall expire on June 5, 2026. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The facility consists of a Household Hazardous Waste Collection Facility and Treatment and Processing Unit (Grinding Operations). 2. The facility is secured by a gate at the entrance of the facility. Operations Inspection of the Household Hazardous Waste Facility: 3. The facility is permitted to receive household hazardous waste generated within Mecklenburg County. To qualify as HHW the waste must be: (a) Generated by individuals on the premises of a residence for individuals (a household); and (b) Composed primarily of materials found in the waste generated by consumers in their homes. 4. No unacceptable material was observed. 5. The facility was well managed. 6. The HHW storage building is separated into three compartments. The compartments have a containment area beneath the metal grate floor. 7. The compartments are equipped with a dry chemical suppression system. The suppression system was inspected in March 2024. Also, one fire extinguisher was observed to have been inspected in April 2024 and a lithium fire extinguisher inspected April 2024. 8. A spill kit and overpack kit is located next to the storage building. 9. All drums or containers were marked with the start date of accumulation of waste as required by the approved operations plan. Operations Inspections of the Treatment and Processing Unit (Grinding Operation) 10. The facility is permitted to receive land clearing waste as defined in 15A NCAC 13B, Rule .0101(23), yard waste as defined in 15A NCAC 13B, Rule .0101(56), unpainted and untreated natural wood and wooden pallets constructed of unpainted and untreated natural wood. 11. No unacceptable waste was observed. 12. According to the approved operations plan, wood mulch and boiler fuel produced through the grinding of woody waste and yard trash, respectively, is either sold and directly shipped to be used as boiler fuel (both woody waste and yard trash) or is sold as mulch to on-site customers (woody waste only). Records Review: 13. The Permit to Operate and operations plan could not be located during the inspection. A copy of the Permit to Operate and operations plan was provided to the facility during the inspection. 14. Reviewed the weekly inspection forms, customer registration forms, material characterization forms and waste manifests for waste sent off site.
