OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

1. This facility has a Life of Site Permit that was issued December 21, 2023. Facility is required to submit an annual
facility report on or before August 1 annually.
2. This facility is permitted to receive Municipal Solid Waste as defined in NCGS 130A — 290 (a)(18a).
3. This facility is secured by fences with locking gates.
4. Signs are posted on the fence before the scales with all required information.
5. The permit, operations plan, and waste screenings were readily available; however, were not reviewed during this
inspection.
6. The facility has certified personnel on -sire during the hours the site is open to the public. The certified personnel
on -site are:

7. The interior roadways are made of all-weather construction and well maintained. A street sweeper is utilized
throughout the week to clean the interior roadways.
8. The condition of the tipping floor is consistent with daily operations.
9. Windblown waste was observed adjacent to the transfer trailer loading bay and within the transfer trailer staging
area. Windblown waste was actively being picked up during this inspection. Mr. Parker sent Ms. Thompson
photographs of the windblown waste having been removed from the transfer trailer staging area prior to the end of
the operating day. Ensure that the windblown waste has been removed from the facility prior to the end of the
operating day.
10. A section of the exterior metal sheeting along the transfer trailer loading bay had been damage and removed. Waste
was observed between the scale in the transfer trailer loading bay and the exterior sheeting. The exterior sheeting
would be addressed during the redesign of the transfer station. Mr. Parker sent Ms. Thompson photographs of the
waste having been removed between the sheeting and scale prior to the end of the operating day.
11. An area of leachate was observed adjacent to the exit of the transfer trailer loading bay. Ms. Thompson stated that
the leachate could be removed via vac truck and asked that the facility remove the adjacent soils. This area would
be evaluated and addressed during the redesign of the transfer station.
