PURPOSE OF SITE VISIT:
Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS:
A. RESOLVED: 15A NCAC 13B .0405(a)(11) states, in part, "The tipping floor, push walls, and truck loading
bays shall be cleaned with a pressure washer no less than once per month. The remaining areas of the site
building including side walls and any material storage areas outside of the building shall be cleaned with a
pressure washer no less than twice per year. Wash water generated from cleaning waste handling areas shall be
contained and treated as leachate. Cleaning and maintenance records shall be maintained and made available to
the Division upon written request."
During the inspection Mr. Hodnett provided monthly cleaning records for the transfer station tipping floor, push
walls, and loading bay that occurs monthly. The cleaning records also indicated that the facility cleans the
outside of the transfer station on a quarterly basis.

OBSERVED VIOLATIONS:
A. OBSERVED VIOLATION: 15A NCAC 13B .0405(e)(1) states, "Signs shall be posted at the site entrances
unless otherwise stated in the site permit. The signs shall be constructed of a durable, weather -resistant material.
The signs shall be clear and legible to the public. The signs shall state the name of the operator of the site,
emergency contact information, the operating hours of the site, the permit number of the current permit
authorizing operations at the site, the types of waste that can be accepted under the permit, and that hazardous
waste and liquid waste cannot be accepted at the site."
During the inspection on September 12, 2024, the facility did not have a sign posted at the site entrance.
Therefore, Republic Services of North Carolina, LLC is in violation of 15A NCAC 13B .0405(e)(1) for
failing to have a sign posted at the site entrance.
To achieve compliance Republic Services of North Carolina, LLC must post signs at the facility entrance that
includes the name of the operator of the site, emergency contact information, the operating hours of the site, the
permit number of the current permit authorizing operations at the site, the types of waste that can be accepted
under the permit, and that hazardous waste and liquid waste cannot be accepted at the site.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is a MSW transfer station permitted to receive non -hazardous waste. The facility is owned by
Republic Services.
2. The facility operating hours are 4:00 a.m. to 7: p.m. Monday through Friday and 4:00 a.m. through 4:00 p. m
Saturday.
Records Review:
3. A copy of the Permit to Operate and the current approved Operation Plan were available for review onsite.
4. Transfer trailer inspection records were reviewed for and found to be complete. Log sheets note any specific
issues found with each individual trailer as well as any comments needed to clarify repairs needed. Any trailers
found to be in need of repair are taken out of service and sent for repair.
5. Monthly facility inspection records were reviewed from August 2023, through September 12, 2024. All records
were complete.
6. Monthly cleaning records for the tipping floor and inside walls were provided for review. Cleaning records from
January 6, 2024, through September 4, 2024. Please see the Observed Violations section of this report.
7. All liquids from the transfer station drain into an oil/water separator that is emptied as needed. The facility
provided records indicating that Safety-Kleen Systems, Inc. empties the leachate in the oil/water separator on a
regular basis.
8. The FAR for the FY 2023-24 was reviewed and 171,315 tons of solid waste was received at the facility.
9. Initial waste screening occurs at the scale house by the scale house operator. Random waste screenings are
performed on the tipping floor where facility staff direct loads to be placed and then inspected. Waste screening
records were reviewed through September 12, 2023, through September 12, 2024. The facility is meeting the
required 5% of the average daily waste tonnage.
10. Training records indicated that the following staff have current NCSWANA Transfer Station Operations
Specialist certifications:

Field Inspection:
11. Proper Signage was not posted at the facility entrance. Please see the Observed Violation section of this report.
12. The site is secured by a chain link fence that surrounds the perimeter. The facility has two entrances secured by
locking gates. The front entrance gate that was damaged has been repaired.
13. Facility roadways are paved and of all-weather construction. The roadways damage observed during the previous
inspection on August 23,2023, were repaired.
14. The site was observed to be clean with little windblown waste observed.
15. Traffic is managed by the scale house operator while the loader operator directs trucks to the unloading location.
16. The tipping floor appeared to be in good condition with no major damage or cracks.
17. No unacceptable material was observed during the inspection.
18. The inside walls of the transfer station were free from waste.
19. The tipping floor is designed so that leachate flow is directed to an opening in the back of the tipping floor that
drains down to the loading bay. The loading bay floor is sloped to direct leachate into the recessed floor drains
located under the scales. Accumulated trash was observed on the floor of the loading bay. Facility staff stated that
waste is removed from the loading bay floor at the end of each day.
20. The site is graded so that all liquid flows to the northwestern side of the property, where curbing directs it to inlets
that drain to the sewer system.
21. Eight empty transfer trailers were staged in the parking/storage area behind the transfer station building. Each
trailer was inspected and found to be in good condition, with no holes or leaks visible.
