The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

1. The facility serves as a yard waste treatment and processing facility for Forsyth County. The facility is
permitted to receive land clearing debris, yard waste, and untreated, unpainted wood wastes including wooden
pallets, dimensional lumber, and engineered wood products.
2. No composting takes place on site.
3. The city of Winston-Salem contracts with Wallace Farms, Inc. to manage operations at the facility.
4. Copies of the facility Permit to Operate and Operations Plan are kept on file in the scale house and are available
upon request. Permit to Operate expires on October 6, 2025.
5. The Facility Annual Report 2023-24 indicates that the facility received 22,428 tons of wood/vegetative waste
and 70 tons of pallets. The monthly tonnage records for the months of July and August were provided by Mr.
Dively after the inspection by email. These records indicated that the facility accepted 2,337.53 tons of waste in
August 2024.
6. Proper signage was observed at the facility entrance.
7. The site is secured by a perimeter chain link fence with access controlled by two locking gates.
8. The facility was observed to be clean and well -maintained. No windblown waste was observed at the time of
the inspection.
9. All incoming and outgoing loads are weighed and recorded. Preliminary waste screening takes place at the scale
house, where the operator inspects incoming loads prior to directing them to the appropriate tipping location.
10. The entire site is paved, and access roadways were found to be in good condition. The areas of broken and
missing pavement that were noted in the operations areas during a previous inspection on October 30, 2020,
have not been repaired. Mr. Harris stated that the facility has scheduled the repairs to the operations area to take
place on September 18, 2024.
11. At the time of the inspection no unprocessed wood waste was stockpiled on site. Mr. Harris stated all wood
waste had been processed to prepare for the repairs to the operation area.
12. The processed wood waste is stockpiled to the Southeast of the scale house. At the time of the inspection
processed wood waste was being loaded for transportation to the Wallace Farms facility.
13. Untreated pallets are separated from the wood waste and stockpiled East of the processed wood waste.
14. No unacceptable waste was observed on site at the time of the inspection.
15. A roll -off container is used to collect unacceptable waste that is separated from incoming loads. The container is
taken to Hanes Mill Landfill (Permit # 3402) as necessary to properly dispose of the waste.
16. Storm water disperses and sheet flows across the site. An asphalt berm, situated near the top of the driveway
leading to the back (southeastern) gate, slows the flow of surface water and directs it to the grassy area along
the southern property line. No evidence of erosion or sedimentation was visible during this inspection.
17. No ponding water was observed in or around the piles of wood waste.
18. The facility appeared to be in compliance with the required setbacks.
