Landfill operations began in Phase 1 on this property. Facility Permit 51-03 is a combination of facility permits 51-01 and 51-02. Permit to Construct Johnston County MSW Landfill, Phase 6 issued May 8, 2020. Permit to Operate 5103-MSWLF Phase 4A and 5103-CDLF Area 2 Cells 1 and 2 issued May 8, 2020. Permit for Closure for MSW Phases 1 through 4 and C&D Area 1 issued May 8, 2020. Life of Site Permit for 5103-MSWLF and 5103-CDLF issued May 8, 2020 and will expire August 8, 2057. Permit to Construct Johnston County MSW Landfill Phase 6 issued November 30, 2021. Permit to Operate 5103-MSWLF Phase 4A, 5, and 6A and C&D Area 2, Cells 1 and 2 issued November 30, 2021. Permit for Closure MSW Phases 1 through 4 and C&D Area 1 issued November 30, 2021. PURPOSE OF SITE VISIT: Compliance Inspection STATUS OF PAST OBSERVED VIOLATIONS: None. OBSERVED VIOLATIONS: None. Pagel of 4 NORTH CARnLINAD_E Q�� OepaNnent W Environnnnbl puel� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS Facility Inspection 1. The facility is fenced and is secured by a locking gate when it is not open for operation. 2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 3. The facility accepts waste Monday through Saturday from 8:00 am until 4:45 pm and closed on Sunday. 4. The permit, operations plan, waste screening, and training records were readily available and reviewed during this inspection. The perimeter roadways around the facility are being properly maintained. Permanent edge of waste (EOW) markers were observed around the active portion of the MSWLF and closed CDLF. 7. Photographs were taken during this inspection. Yard Waste 8. The yard waste has recently been processed and windrowed. 9. Due to the heavy rains from the recent Potential Tropical Cyclone 8, several areas of standing water were observed in the yard waste operating areas. The areas of standing water were actively being repaired and graded to shed water during this inspection. Continue to monitor and repair the yard waste area as needed. 10. No unacceptable wastes were observed within the waste stream. Continue to remove and properly dispose of unacceptable identified within the yard waste area. Phase 4A MSWLF 11. Numerous large deep erosion rills were observed throughout the Phase 4A closure. Mr. Beasley stated that several areas of erosion had been repaired prior to the storm; however, several had reappeared or new erosion rills had appeared adjacent to the repairs. The closure contractor was on -site actively repairing gas system and erosion issues during this inspection. Ensure that the erosion rills have been properly repaired and seeded. Continue to monitor and repair as needed. 12. Vegetation has begun growing on Phase 4A closure. Continue to repair and reseed areas which need additional vegetative cover. 13. Excess sediment, which was the result of erosion caused by the recent Potential Tropical Cyclone 8, was identified in the northern sediment basin of Phase 4A. Mr. Beasley stated that the sediment basin would be cleaned out during the repairs of the erosion rills. The remaining stormwater basins located around Phase 4A were clean, sloped, and vegetated with grass. No woody vegetation was observed. Continue to ensure that the stormwater basins are mown and maintained in working order. Phase 5 and Phase 6 MSWLF 14. The facility has tied Phases 5 and 6 together. The working face was small and compact. Cover soil had been stockpiled adjacent to the working face. 15. A stockpile of comingled soil, mulch, and waste was observed adjacent to the working face. Mr. Beasley stated that the stockpile was remnants of the roadway to the working face during and following the Potential Tropical Cyclone 8. Ms. Thompson stated that the comingled stockpile would need to be covered due to the amount of waste observed within the stockpile. 16. No woody vegetation was observed on the side slopes. Minimal windblown waste was observed during this inspection. Continue to ensure that the windblown waste is picked up daily.
