with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photographs were taken by Lee Hill on September 12, 2024
2. The facility is open Monday through Saturday, 8:00am to 4:00pm.
3. The facility is secured by gates at both entrances and a portion of the facility is fenced to prevent unauthorized
access. In areas where fencing has not been installed, topography serves to limit access as well.
4. Signs providing the hours of operation, the permit number and disposal procedures were observed at the scale
house and the entrances to the facility.
Records Review
5. The permit and operations plan were available for review upon request.

9. Tonnage records from the FY 2023-24 Facility Annual Report were reviewed. The facility disposed of 3 1,0 10
tons of waste from July 1, 2023, to June 30, 2024.
10. Landfill gas monitoring was conducted on the following dates, and no exceedances were noted: February 28,
2024, April 16, 2024, and July 10, 2024.
11. Groundwater sampling was performed semi-annually, and results were sent to the Section for review as
required.
12. Leachate hauling records were available for review. The facility hauled 3,823,100 gallons of leachate during
fiscal year 2023-24.
Operations Inspection of the MSWLF Unit (8807-MSWLF-1990)
13. The facility is currently filling in Phase 5.
14. The access roads were of all-weather construction and were being maintained at the time of the inspection.
15. Windblown litter was minimal and very well managed at the time of inspection.
16. The working face was small, compact, and no unapproved waste was observed.
17. The top and slopes of the landfill cell had good soil cover and no exposed waste was noted.
18. All monitoring wells were observed to be locked and identification tags were attached to the above ground case.
19. The leachate tank was inspected and found to be well maintained, the secondary containment area was clean, free
of debris and the valve was closed and locked.
20. Edge of waste markers were installed and being maintained around the perimeter of the disposal units.
21. The side slopes of the landfill had vegetative cover growing around the entire site. The facility had recently
seeded the western slopes of Phase 4, where good grass cover is beginning to emerge.
Operations Inspection of the Wood Grinding Area
22. Land clearing and clean wood waste is collected, stored, and ground to the northeast of the landfill.
23. No unapproved material was observed in the unprocessed or processed stockpiles at the time of inspection.
Operations Inspection of the White Goods. Tire. Electronics and Household Hazardous Waste Collection Areas
24. Two van trailers were staged to the east of the scale house to accept scrap tires. No scrap tires were stored
outside the trailer at the time of inspection.
25. Electronics are stored undercover on a concrete pad with chain -link fencing and a locking gate to prevent
unauthorized access. Electronics that are collected are stacked on pallets or placed in gaylord boxes, loaded

into a van trailer, and sent for recycling. The electronics area was very well managed at the time of inspection.
26. Household hazardous waste (HHW) is collected south of the scale house. All materials were stored properly to
prevent any release into the environment.
27. White goods were being collected adjacent to the electronics area. Two refrigerators were observed laying on
their side. Ensure that white goods containing refrigerants are handled in a manner to prevent the
accidental discharge of refrigerants into the environment.
