Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS:
15A NCAC 13B .0405 Operational Requirements (11) All waste shall be cleaned up by the end of each day of operations. See Item 13 under additional comments.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any

ADDITIONAL COMMENTS:
1) This Facility is secured with locking gates and fencing.
2) Signage is posted and has the required information. 3) Roads are constructed off all-weather materials and are maintained. 4) Facility is permitted to receive waste from Edgecombe, Nash, Halifax, Wilson, Martin and Pitt Counties.
5) The Waste from this Transfer Station is permitted to be taken to The East Carolina Regional Landfill (08-03) and/or to Sampson County Disposal, LLC (82-02). 6) The facility has improved on collecting windblown waste and very little windblown waste was observed. 7) All trailers observed were covered and in good condition the day of this inspection. 8) Transfer Station screening records were reviewed and up to date. 9) Incoming load receipts were reviewed and up to date.
10) Training records were reviewed and current.

11) Training records are being kept to document additional training provided on-site annually. It is recommended that the total training hours annually is included.
12) Leachate underground tanks, with alarm system was observed, Leachate is pumped out and sent to the Town of Tarboro WWTP. 13) Keep ALL WASTE inside the transfer station building. No waste should be unloaded or spilled outside the transfer station. It was explained that a local industry customer bringing in “intermediate” product rejects (white pellets) for disposal had spilled the pellets near the transfer station and had not cleaned up the spill. Waste releases should be cleaned up immediately and can result in a Notice of Violation and or penalty. Please review this waste with the receiving Landfill and confirm if the waste is a commercial or industrial waste that can be accepted by receiving landfill per the applicable Landfill Operating Permit. 14) Digital pictures were taken during this inspection and are attached to this report.
The Solid Waste Section will conduct a follow-up inspection within 30 days of the date of this report, to confirm the waste observed spilled outside of the transfer station the day of the inspection was cleaned up. Please have the SDS and appropriate sampling or knowledge information available for review that was used to determine this waste is
non-hazardous and meets any applicable requirements under the receiving Landfill Operating Permit.

Transfer Station- some of the metal wall of the transfer station has been pulled away from the framing and should be repaired.
Transfer Station –A waste(white round pellets) was observed spilled on the entrance road to the transfer station.

15A NCAC 13B .0405 Operational Requirements (11) (11) Site Cleaning and Maintenance: Unless otherwise stated in the site permit, all waste shall be removed from the tipping floor, the truck loading bays, and from behind push walls by the end of each day of operation and disposed of in accordance with this Subchapter. The tipping floor, push walls, and
truck loading bays shall be cleaned with a pressure washer no less than once per month. The remaining areas of the site building including side walls and any material storage areas outside of the building shall be cleaned with a pressure washer no less than twice per year. Wash water generated from cleaning waste handling areas shall be contained and treated as leachate. Cleaning and maintenance records shall be maintained and made available to the Division upon written request.
