Dear Mr. Parker,
Attached are the quarterly landfill gas measurements collected at the Jackson County Closed
Municipal Solid Waste Landfill (Permit No. 50-02) on May 7, 2024, by Anchor QEA of North Carolina,
PLLC. These measurements were taken from the headspace of the landfill gas probes (GPs) near the
perimeter of the landfill (Figure 1) and from the air space at various locations within the County
Transit Office, Green Energy Park buildings (Figures 2 and 3), and the Animal Rescue Center
(Figure 4) in accordance with the Landfill Gas Monitoring Plan.'
Landfill Gas Probe Monitoring
Measurements from 27 GPs were collected with a GEM5000 landfill gas monitor (Table 1). This device
records percent methane by volume, as well as the measured percentage of methane's lower
explosive limit (LEL), percent carbon dioxide by volume, and percent oxygen by volume. The
following list summarizes the findings of the current round of measurements (second quarter of
2024) collected from the GPs (Table 1):
• Methane was detected in one GP (GP-05) at a concentration of 13.5%, which is greater than
the 5% limit for methane.
• Methane concentration readings were 0.0 or 0.1% in the remaining GPs that were monitored.
The methane concentration at GP-05 was 4.5% during the November 2023 monitoring event and
was not detected during the February 2024 monitoring event.

Anchor QEA understands that efforts are made by the County to ensure the extraction system
remains on when methane is not being used by the Green Energy Park, which may result in lower
observed methane concentrations in the landfill.
Ambient and Indoor Air Quality Monitoring
The County Transit Office (Sample IDS 1 through 9 in Table 2 and Figure 2), Green Energy Park
buildings (Sample IDS 1 through 6 and 8 through 14 in Table 3 and Figure 3), and Animal Rescue
Center (Sample IDS A through P in Table 4 and Figure 4) were screened for volatile organic vapor
compounds using a Foxboro Toxic Vapor Analyzer 1000 Flame Ionization Detector (FID), with and
without an activated charcoal filter. The FID readings performed with the charcoal filter allow
methane concentrations to be determined by filtering out other organic vapors. For the Green
Energy Park buildings, the highest filtered organic vapor concentration reading (representing the
methane concentration) was -1.95 parts per million (ppm), measured under the sink in the Green
Energy Park bathroom (Sample ID 6; Table 3). Note that near -zero negative readings on the FID can
occur when the instrument is calibrated in ambient air containing a slight amount of volatile organic
compounds. Based on the relatively large action level of 12,500 ppm for methane (25% of methane's
LEL2), these occurrences are considered non -consequential. For the transit office, the cabinet space in
the women's restroom contained the highest filtered organic vapor concentrations of 3.25 ppm
(Sample ID 2; Table 2). For the animal shelter, the highest filtered organic vapor concentrations of
methane detected was -1.31 ppm in the laundry room behind the washer unit (Sample ID J; Table 4).
Screening measurements at the County Transit Office, Green Energy Building, and Animal Rescue
Center building continue to yield methane concentrations well below the action level of 25% of
methane's LEL (12,500 ppm3).
All methane concentrations measured during the May 2024 event were well below action levels,
except for the 13.5% methane concentration measured in GP-05, which is greater than 100% of the
LEL for methane (5%). Methane will be measured and reported during the next quarterly landfill gas
monitoring event scheduled for August 2024.
