Dear Ms. Drummond:
On behalf of the BFI Waste Systems of North America, Inc. and the Charlotte Motor Speedway
Landfill V (Landfill), SCS Engineers, PC is submitting the 2024 Soil Gas Extraction Probes and
Assessment Update (2024 Update). This 2024 Update summarizes the status of the soil gas
extraction system and migration assessment efforts at the Landfill near groundwater monitoring
wells MW-17, MW-17A, MW-32A, MW-33, and MW-34. The soil gas extraction system and migration
assessment activities were documented in a March 11, 2019 report titled "Soil Gas Extraction Wells
and Migration Assessment Report' [FID 1294929], prepared by SCS Engineers, PC.
A 2023 Soil Gas Extraction Probes and Assessment Update (2023 Update) [FID 1118983] was
submitted to the NCDEQ on July 25, 2023 and approved on July 31, 2023 [FID 1812448]. This
2024 Update presents the structural changes to the migration controls and summarizes monitoring
efforts since the 2023 Update.
BACKGROUND
Concentrations of volatile organic compounds (VOCs) have been detected in groundwater wells
located west of Landfill phases 2E through 2H. The groundwater wells in this area (referred to herein
as the Area of Concern "AOC") are illustrated on Figure 1, in Attachment A. A proposition that a
contributing source for the VOCs may be landfill gas (LFG) in the subsurface.
In June of 2018, four soil gas probes were installed outside the waste disposal area in the southwest
corner of the Landfill property. The four soil probes were drilled and constructed to assess the
presence of subsurface LFG. To enhance the assessment, in October 2018, vacuum was applied to
the four probes by connection to the active landfill gas collection and control system (GCCS). This
was done in an effort to extract LFG from the subsurface.

2024 ASSESSMENT ACTIVITIES
Our assessment activities since the 2023 Update focused on the following:
• Installed one new soil gas probe (GP-05) to replace GP-03, which was removed from the
probe network because it was in the Phase 4 footprint. In addition, GP-05 was
connected to the GCCS on March 3, 2024.
• Repaired GP-04 and re -connected it to the GCCS. This probe was repaired and connected
to GCCS in May 2024.
• Replaced LFG extraction well EW-153 with a new LFG extraction well, designated EW-
153A. EW-153A was installed March 25, 2024.
• Continue extracting soil gas from the four soil gas extraction probes.
• Continue to operate the three horizontal collectors (HC-17, HC-18, and HC-19) located
within the landfill, west of the soil gas probes.
• Installed a de -watering pump in LFG extraction well EW-159A to improve gas extraction.
Due to some mis-labeled probes and their corresponding wellheads, the probe numbering
designations have been corrected. A summary of the probe designations is provided below in Table
1. A Site Plan showing the soil gas probes and GCCS components near the AOC is provided in
Attachment A.

Soil Gas Probes
Since the completion of the major GCCS expansion project in early 2024, all probes are connected to
the GCCS and soil gas is actively being extracted. The probes are monitored on a monthly basis and
their monitoring data is provided in Table 2.
Horizontal Gas Collectors
Monitoring data for HC-17, HC-18, and HC-19 is provided in Attachment B.

Conclusions and Recommendations
Based on our review of the information gathered since the 2023 Update, we offer the following
observations:
• For the past four months, methane gas concentrations in the subsurface at GP-02 and
GP-03 is zero.
• Methane gas concentration is 0 percent at all four soil gas probes during the August
2024 monitoring event.
0 The HCs are operating properly and the extraction of LFG is consistent.

We offer the following recommendations to enhance the monitoring and removal of LFG from the
subsurface:
1. Continue extracting soil gas from the four probes and monitor on a monthly basis.
2. Continue to monitor the extracted gas quality and quantity from LFG extraction wells EW-151,
EW-157, EW-153A, and EW-159A
3. Continue to monitor the extracted gas quality and quantity from HC-17, HC-18, and HC-19.
