Compliance monitoring activities consisted of groundwater, surface water and landfill gas sampling and analysis in accordance with the facility's Letter of Closure dated March 13, 2006 (North Carolina Department of Environment and Natural Resources). The approved groundwater monitoring network consists of monitoring wells MW-3, MW-4R, MW- 5, and background well MW-6. Wells MW-3 and MW-6 were previously damaged and cannot be sampled as discussed below. The approved surface water sample locations are SW-1 (upstream) and DW-2 (downstream) from nearby Hominy Creek located north of the site. The approved landfill gas monitoring network consists of landfill gas wells LG-1 through LG-10. Landfill gas well LG-1 was destroyed by road construction activities sometime between March and June 2019. All groundwater, surface water and landfill gas sample locations are provided on Figure 1. Ms. Jaclynne Drummond 2023 Annual Compliance Monitoring Report September 16, 2024 In a letter dated October 20, 2020, the North Carolina Department of Environmental Quality (NCDEQ), Solid Waste Section (SWS), approved BASF's request to reduce groundwater sampling frequency to an annual basis, remove monitoring for volatile organic compounds (VOCs), reduce the landfill gas monitoring frequency to a semi-annual basis, and eliminate the sampling of a surface water seep (Seep-1). Field activities along with groundwater, surface water, and landfill gas monitoring results are discussed below. FIELD ACTIVITIES Field Investigation methods for this monitoring event were conducted in compliance with industry standards and the U.S. Environmental Protection Agency (EPA) Region IV Field Branch's Quality System and Technical Procedures. Water levels were measured at each well (i.e., MW-4R and MW-5) prior to sampling using an electronic water level meter that were converted to groundwater elevations as provided in Table 1. Groundwater samples were collected from wells MW-4R and MW-5 on November 9, 2023 using low -flow purge and sample methods. A duplicate sample was collected from well MW-5 (MW-5 DUP). Purging was accomplished using a variable speed peristaltic pump and disposable tubing with the pumping rate adjusted to equal the approximate recharge rate of the well. Indicator parameters of pH, temperature, specific conductivity, turbidity, dissolved oxygen (DO), and oxidation-reduction potential (ORP) were measured at regular intervals during purging with a Horiba U-50 water quality meter until the measured values stabilized. Low - flow purge methods allow the collection of groundwater samples that minimize the total suspended solid count obtainable without filtering in the field, thus giving a more accurate indication of dissolved metals present in groundwater. Stabilized water quality parameters for the monitoring wells are presented in Table 2. Groundwater Sample Collection Records are provided in Appendix A. As noted historically, two groundwater monitoring wells (i.e., MW-3 and MW-6) were damaged sometime between the October 2016 and April 2017 monitoring events and have not been sampled since October 2016. The total depth of MW-3 was originally 30.2 feet below top of casing (btoc) and was measured at 41.1 feet btoc during the April 2017 monitoring event. The total depth of MW-6 was originally 41.2 feet btoc and was measured at 22.2 feet btoc during the April 2017 monitoring event. The damage to these wells were presumably the result of significant grading operations at the Site, which is now part of an outdoor recreational park under a 2016 NCDEQ Brownfields Agreement. Neither BASF nor ELMSS were contacted regarding damages to these wells. Top of casing elevations are currently unknown for these two monitoring wells due to the damages noted above. Therefore, a potentiometric contour map could not be generated for this groundwater monitoring event. The location and relative groundwater elevations for wells MW-4R and MW-5 as measured on November 9, 2023, are also provided on Figure 1. Surface water samples SW-1 (upstream) and DW-2 (downstream) were collected directly from Hominy Creek by filling pre -preserved laboratory sample containers using a peristaltic pump and VA Ms. Jaclynne Drummond 2023 Annual Compliance Monitoring Report September 16, 2024 disposable tubing. Stabilized water quality parameters for the surface water samples are presented in Table 2. Surface Water Sample Collection Records are provided in Appendix A. Nine landfill gas monitoring wells (IG-2 through LG-10) were monitored on November 8, 2023. LG- 1 was destroyed by road construction activities sometime between March and June 2019 as noted above. Measurements of percent methane (% CH4) by volume, percent oxygen (% 02), percent carbon dioxide (% CO2), and hydrogen sulfide (H2S) in parts per million (PPM) were recorded at the landfill gas monitoring wells using a calibrated MRU Optima 7 instrument. Percent lower explosive limit (% LEL) was calculated by multiplying % CH4 by 20. The Landfill Gas Monitoring Data Form for the monitoring events are provided in Appendix B. ANALYTICAL RESULTS Pace Analytical Services, Inc. (a North Carolina certified laboratory) analyzed the groundwater and surface water samples for Appendix I metals by EPA Methods 6010, mercury by EPA Method 7470, sulfate by EPA Method 300.0, and total dissolved solids (TDS) by SM 2540C. A copy of the analytical report is provided in Appendix C. As required by the SWS, a laboratory electronic data deliverable (EDD) will be provided to the department for this report. For data analysis, groundwater analytical results were compared to the 15A NCAC 2L Groundwater Quality Standards (i.e., 2L Standards), the regulatory basis established to determine groundwater quality. The sample collected from well MW-5 contained cobalt at a concentration of 14.5 micrograms per liter (ug/L) exceeding its 2L Standard of 1 ug/L. No other 2L Standard exceedances were identified in MW-4R or MW-5. Analytical results are summarized in Table 3. Surface water results were compared to 15A NCAC 2B Surface Water Standards for Class C waters (i.e., 2B Standards). No 2B Standard exceedances were identified during the surface water sampling event. Analytical results are summarized in Table 3. The monitored landfill gas wells exhibited 0% methane by volume for the monitoring event in all wells with the exception of LG-6 (0.01, or 0.2% LEL) and LG-8 (0.04, or 0.8% LEL). The action limit for methane is >_5% by volume, or 100% LEL. Thus, no landfill gas samples exceeded the action limit. Landfill gas monitoring data for this monitoring event are summarized on Table 4. Historical landfill gas data is provided on Table 5. SUMMARY The following summarizes results and observations during this reporting period: • Groundwater samples were not collected from wells MW-3 and MW-6 due to previous damage to the wells. 3 Ms. Jaclynne Drummond 2023 Annual Compliance Monitoring Report September 16, 2024 • Cobalt was detected in the sample from well MW-5 at a concentration of 14.5 ug/L, exceeding its 2L Standard of 1 ug/L. It should be noted that background soil samples were collected during an initial seep investigation (adjacent to MW-5) in 2010 to assess naturally occurring site conditions. Results from the study included detection of cobalt at a maximum concentration of 9.34 milligrams per kilogram (mg/kg). The NCDEQ - Inactive Hazardous Sites Branch (IHSB) has established a soil cleanup level protective of groundwater for cobalt at 0.9 mg/kg (July 2024). Some, if not all, of the cobalt detected during groundwater monitoring may be due to mobilization of background metals in soil. • Landfill gas monitoring was not performed at LG-1 due to well destruction by road construction activities between March and June 2019. • The landfill gas wells exhibited 0% LEL during the monitoring events with the exception of LG-6 (0.2% LEL) and LG-8 (0.8% LEL).
