Tryon St. Charlotte NC, 28202 In accordance with the landfill Environmental Control Monitoring Plan, Duke Energy is providing the results of semi-annual leachate and underdrain sampling and leak detection system monitoring results for the Marshall Steam Station Industrial Landfill No. 1, located in Terrell, North Carolina. On February 14, 2024, leachate samples were collected from Phase 1, Phase 2, the leachate basin and an underdrain sample was collected from Cell 5. The samples were collected by Pace Analytical and analyzed by the Duke Energy Analytical Laboratory. A summary of sampling results can be found in the attached report along with the leak detection system monitoring results. The parameters tested are not bound by state groundwater or surface water standards. The leachate is conveyed to the Station's lined retention basin, which discharges via a NPDES permitted outfall. All laboratory analytical and field results are provided in the Appendices. Marshall Steam Station's Industrial Landfill No. 1 is sampled semi-annually during August and February. Monitoring results in this report are from the period of September 2023 through February 2024. The Environmental Controls Monitoring Plan (ECMP) establishes locations and procedures for monitoring early detection of solid waste or leachate potentially released to the environment from Industrial Landfill No. 1 (landfill). The ECMP, Revision 3 (SynTerra, 2022) was submitted to the North Carolina Department of Environmental Quality (NCDEQ) Division of Waste Management (DWM) on December 13, 2021, and was approved by the DWM on December 14, 2021. The August 2023 sampling event and this report comply with the ECMP, Revision 3 (SynTerra, 2022). In October 2023, the ECMP, Revision 4 was submitted to the NCDEQ but has not yet been approved; therefore, that revision is not relevant to this sampling event. The landfill is designed and constructed in accordance with North Carolina General Statute (NCGS) 130A § 295.4 for Combustion Products Landfills. This report is intended to satisfy the water quality monitoring plan required by North Carolina Administrative Code (NCAC) Title 15A Subchapter 13B .0504(c)(8)(D) in accordance with NCGS 130A § 295.4(c). 1.1 Site Description Additional Site description information can be found in Section 1.1 of the ECMP. 1.1.1 Landfill The approximately 67.1-acre landfill (Phase 1 and 2) is located north of the Marshall power block and generally bounded by the Duke Energy property line to the north; vacant land and the closed asbestos and construction and demolition (C&D) debris landfill areas (1804-INDUS) to the east; and the PV Structural Fill (CCB0031), and the historic ash basin to the south and west (Drawing 1). Phase 1 of the landfill is approximately 35.5 acres and Phase 2 of the landfill is approximately 31.6 acres. Both Phase 1 and 2 are currently operating. The engineered base liner system of the landfill is designed and constructed with a leachate collection and removal system above the primary liner and a leak detection system (LDS) to monitor the performance of the primary liner to prevent a release to the environment. Phase 1 of the landfill is divided into four cells (Cell 1, Cell 2, Cell 3, and Cell 4). Phase 2 of the landfill is divided into two cells (Cell 5 and Cell 6). Each cell has a discrete low area (sump) where the LDS is monitored and leachate is collected for removal from the landfill by mechanical pumping. The majority of waste intended for placement throughout the life of the landfill consists of coal combustion residuals (CCR), predominantly fly ash and bottom ash. The approved waste streams can be found in the Operations Plan (AECOM, 2020). Page 1 Environmental Controls Monitoring Plan Semiannual Report September 2023 through February 2024 Industrial Landfill No. 1 1812-INDUS 1.1.2 Leachate Basin The landfill leachate basin began operation at Marshall in July 2023; the leachate basin was constructed with the Industrial Landfill No. 1, Phase 2 expansion. Leachate is conveyed from the landfill to the leachate basin for a temporary holding, from the leachate basin the leachate is conveyed to the lined retention basin (LRB) where it is commingled with other Plant low -volume wastewater for treatment. Flows from the LRB are discharged to Lake Norman through outfall 005 in accordance with National Pollutant Discharge Elimination System (NPDES) Permit NC0004987 (Drawing 2). 1.1.3 Underdrain Phase 1 of the landfill is not constructed with an underdrain. Phase 2 of the landfill is constructed with a blanket underdrain located in the western portion of the landfill phase (Drawing 2). The underdrain only underlies Cell 5 of Phase 2. The underdrain is composed of a 2-foot layer of crushed stone aggregate with perforated pipes connecting to a common sump area for liquid removal by pumping. The top of the underdrain is 4 feet below the base of the compacted soil liner elevation. Construction completion and startup operations of the underdrain began in October 2021. 1.1.4 Surface Water Landfill area stormwater is directed via channels around the perimeter of the landfill to an NPDES-permitted wastewater unit or NPDES-permitted outfall. 1.2 Summary of Site Geology and Hydrology The landfill is partially situated within an area that was formerly used for the storage or disposal of CCR, including the historic ash basin and structural fill (CCB0072) (Landfill Phase I Subgrade) (Drawing 1). The landfill, ash basin, closed historic landfills, and structural fills are contained within a former perennial stream valley (flow compartment). Groundwater within the flow compartment is a flow -through system. Groundwater enters the system from the upgradient end near the landfill and flows laterally through the middle regions and downward near the dam, or downgradient end. Groundwater divides are located west and north of the landfill, concurrent with topographic ridges along Sherrills Ford Road to the west and Island Point Road to the north. The primary flow path of the groundwater is northwest to southeast within the flow compartment. The topographically controlled flow direction provides natural hydraulic control of constituent migration from the ash basin and adjacent unlined sources within the flow compartment. Groundwater downgradient of the landfill is unable to be monitored independently from the ash basin, closed historic landfills, and structural fills within the same flow compartment because those sources have historically been used to store or dispose of the predominant material in the landfill (CCR). Additional Site geology and hydrology information can be found in Section 1.2 of the ECMP Page 2 Environmental Controls Monitoring Plan Semiannual Report September 2023 through February 2024 Industrial Landfill No. 1 1812-INDUS 2.0 Monitoring, Sampling, and Analysis Locations and Methods 2.1 Leak Detection System Monitoring Leak detection monitoring occurs in the vicinity the leachate basin (MSS -LB -LDS) and of each landfill sump identified as: • MSS-LF-LDS1 • MSS-LF-LDS4 • MSS-LF-LDS2 • MSS-LF-LDS5 • MSS-LF-LDS3 • MSS-LF-LDS6 LDS identification numbers each correspond to a landfill cell (Cell 1 through Cell 6 and the leachate basin). The general location of each LDS monitoring location is shown on Drawing 2. Performance of the LDS is determined by the average monthly quantity of liquid removed from the leak detection layer. Each landfill cell leak detection discharge pump is equipped with a pump totalizer (flow meter). The flow meter rates were monitored and recorded as defined in the Operations Plan (AECOM, 2022). Leak detection monitoring results are summarized in Section 3.0. 2.2 Leachate Sampling and Analysis Leachate samples collected in the vicinity of the leachate basin (MSS-LF-LCSC1) and landfill sump from the leachate collection system (LCS) discharge are identified as: • MSS-LF-LCS1 • MSS-LF-LCS4 • MSS-LF-LCS2 • MSS-LF-LCS5 • MSS-LF-LCS3 • MSS-LF-LCS6 The identification numbers correspond to the landfill cells (Cell 1 through Cell 6 and Leachate Basin). The general location of each leachate monitoring location is shown on Drawing 2. Discrete leachate samples, from in -line valves, were collected from locations MSS-LF-LCS1 through MSS-LF-LCS6 and MSS-LF-LCSC1 on February 14, 2024. Pace Analytical personnel (North Carolina Field Certification #5342) collected samples and documented the sampling event in accordance with procedures provided in Duke Energy's Landfill Sample Collection Guideline (ECMP Appendix 1). Copies of the field calibration and sampling forms are included in Appendix A. The parameters and constituents reported were sampled in accordance with the harmonized constituent list approved by NCDEQ on March 20, 2023.Constituents were analyzed by Duke Energy Analytical Laboratory (North Carolina Laboratory Certification #248). The laboratory report and chain -of -custody (COC) forms are included in Appendix B. Page 3 Environmental Controls Monitoring Plan Semiannual Report September 2023 through February 2024 Industrial Landfill No. 1 1812-INDUS The leachate samples were measured for the following in situ parameters: • pH, specific conductivity, temperature, dissolved oxygen, oxidation-reduction potential using a water quality meter • Turbidity using a turbidity meter The leachate samples were analyzed for the following constituents: • Barium, boron, calcium, iron, lithium, magnesium, manganese, and zinc using U.S. Environmental Protection Agency (USEPA) Method 200.7/SW 601 OD • Antimony, arsenic, beryllium, cadmium, chromium, cobalt, copper, lead, molybdenum, nickel, selenium, thallium, and vanadium using USEPA Method 200.8/SW 6020B • Silver using USEPA Method 200.8/SW 6020A • Mercury using USEPA Method 245.1/SW 7470A • Chloride, fluoride, nitrate (as nitrogen), and sulfate using USEPA Method 300.0/SW 9056A • Total dissolved solids using Standard Method (SM) 2540C/EPA 160.1/ ASTM D5907 Leachate field parameters and analytical results are summarized in Section 3.0. 2.3 Underdrain Outlet Sampling and Analysis A discrete underdrain sample was collected from the MSS-LF-UD1 location on February 14, 2024. Pace Analytical personnel collected samples and documented the sampling event in accordance with procedures provided in Duke Energy's Landfill Sample Collection Guideline (ECMP Appendix 1). Copies of the field calibration and sampling form are included in Appendix A. The parameters and constituents reported were sampled in accordance with the harmonized constituent list approved by NCDEQ on March 20, 2023.. Duke Energy Analytical Laboratory analyzed the constituents; the laboratory report and COC forms are included in Appendix B. The underdrain sample was measured for the same set of in situ parameters and constituents as the leachate samples as listed in Section 2.2. Underdrain field parameters and analytical results are summarized in Section 3.0. 2.4 Surface Water Sampling and Analysis Surface water sampling is currently not required for the landfill. Page 2 Environmental Controls Monitoring Plan Semiannual Report September 2023 through February 2024 Industrial Landfill No. 1 1812-INDUS 3.0 Monitoring, Sampling, and Analysis Results 3.1 Leak Detection System Monitoring Results No exceedances of the Initial Response Leakage Rate (IRLR) and Action Leakage Rate (ALR) are identified for the reporting period. Each month, an average daily leakage rate is calculated for each operational landfill cell (Cell 1 through Cell 6) and the leachate basin, and compared to the IRLR and ALR for the landfill LDS as defined in the Operations Plan (AECOM, 2022). Average daily leakage rates for Cell 1 through Cell 6 and the leachate basin were calculated as follows: 1. Calculate the monthly total volume pumped (gallons): monthly volume pumped (gallons) = current month total flow meter reading — preceding month total flow meter reading 2. Calculate the average daily leakage rate [gallons per acre per day (gpad)]: average daily leakage rate (gpad) = monthly volume pumped (gallons) = landfill cell area (acres) _ monitoring duration (days) The LDS monitoring results for locations MSS-LF-LDS1 through MSS-LF-LDS6 and the leachate basin LDS are included in Table 1A through Table 1G. The LDS leakage rate data collection details are kept with onsite records. Below are note(s) for variances in data (e.g., total volume pumped) and explanations for leakage rates outside of the normal range for the cell. No leakage rates were outside of the normal range for the landfill. 3.2 Leachate Field and Analytical Results Leachate analytical results are not compared to water quality standards. The leachate field and analytical results for samples MSS-LF-LCS1 through MSS-LF-LCS6 and MSS-LF-LCSC1 are included in Table 2. Select samples were diluted, as is normal laboratory practice, to bring samples within the calibrated range of analysis. Specifics regarding the samples that were diluted, including the dilution factor, are reported in the EDD and the laboratory analytical report. The laboratory analytical report, data validation checklist, and chain -of -custody form associated with data collected as part of this semiannual monitoring period are included in Appendix B. The underdrain field and analytical results for sample MSS-LF-UD1 are included in Table 3. The underdrain sample is included in the same laboratory analytical report, data validation checklist, and chain -of -custody form as the leachate data collected as part of this semiannual monitoring period (Appendix B). 3.4 Surface Water Analytical Results Surface water sampling is currently not required for the landfill; therefore, there are no analytical results to report.
