Duke Energy Progress, LLC Fletcher, North Carolina 1.0 BACKGROUND This Quarterly Water Quality Monitoring Report (WQMR), prepared to satisfy reporting requirements of permit No. 1117-STRUC-2020, provides a summary of January 2024 surface water quality sampling activities and results at the Greater Asheville Regional Airport Authority (GARAA or Site). Monitoring results from the January 2024 quarterly sampling event show that surface water concentrations are less than applicable 15A NCAC 02B .0200, Surface Water and Wetland Standards (02B standard), except for pH values, which decreased in surface water across the site, including the background sample location, SW-2-Al. The Site is located in Fletcher, Buncombe County, North Carolina, approximately 13 miles south of Asheville, North Carolina (Figure 1). Three separate structural fill areas (Areas 1, 3, and 4) were constructed at the Site from the beneficial reuse of coal combustion products (CCP) material. That material was sourced from the nearby Asheville Steam Electric Plant, owned and operated by Duke Energy Progress, LLC (Duke Energy). The Water Quality Monitoring and Reporting Plan — Structural Fill Areas 1, 3, & 4 (WQMRP) (SynTerra, 2020) pertaining to the structural fills was submitted to the North Carolina Department of Environmental Quality (NCDEQ) Division of Waste Management (DWM) — Solid Waste Section (SWS) in December 2020. The WQMRP established procedures for monitoring groundwater in the surficial flow zone (saprolite and partially weathered rock) upgradient and downgradient from Structural Fill Areas 1, 3, and 4 and surface waters adjacent to Structural Fill Area 1 during operational and post -closure periods. The WQMRP also requires quarterly monitoring of piezometer water levels in Area 1. Pressure transducers were installed in May 2023 to monitor changes in water levels as a result of the Area 1 cap. Such procedures are established to satisfy requirements in Title 15A of the North Carolina Administrative Code (NCAC) 13B .0504(1)(g)(iv). Subsequent to approval of the WQMRP, NCDEQ SWS issued water quality monitoring and reporting permit number 1117-STRUC-2020 on December 14, 2020. March 2024 Page 1-1 Project: 00.0059.53.02.01 Quarterly Water Quality Monitoring Report —January 2024 Sampling Event Greater Asheville Regional Airport Authority - Duke Energy Progress, LLC Fletcher, North Carolina 2.0 MONITORING NETWORK 2.1 Groundwater Monitoring well locations for the three structural fill areas are provided on Figure 2, and monitoring well construction details are presented in Table 1. Boring logs and well abandonment records are included in the WQMRP and have been provided to NCDEQ DWM SWS. A brief description of the monitoring network for each structural fill area is provided below: Area 1 The existing groundwater quality monitoring network for Area 1 consists of two background wells and six review boundary wells (Figure 2). Four of the monitoring wells (MW-1A-A1, MW- 2A-A1, MW-4A-Al, and MW-5-Al) were installed in 2009. The remaining four monitoring wells (MW-6-Al, MW-7-Al, MW-8-Al, and MW-9-Al) were installed in 2018. Wells MW-4A-A1 and MW-9-Al, located upgradient of Area 1, serve as background wells. The remaining wells were installed either side -gradient or downgradient from Area 1 at the approximate review boundary (Figure 2). One additional well (MW-1-Al) located north and downgradient of Area 1 beyond the review boundary is designated to be used only for water -level measurements, as per the WQMRP. Construction to upgrade the Area 1 cover system with a geomembrane liner began in June 2022 and was completed in May 2023. In August 2022, monitoring well MW-2A-A1 was abandoned to support construction for the Area 1 cover project; a replacement well (MW-2B-Al) was installed in October 2022. The well abandonment record for MW-2A-A1 was included in the Q3 2022 WQMR, submitted in October 2022. A well construction record for MW-2B-A1 was included in the Q4 2022 WQMR, submitted in March 2023. A boring log for MW-2B-A1 will be included in the WQMRP update, anticipated to be completed in 2024. Area 3 The existing groundwater monitoring well network for Area 3 consists of seven downgradient review boundary wells (MW-1-A3, MW-2-A3, MW-3-A3, MW-4-A3, MW-5-A3, MW-6-A3, and MW-7-A3) (Figure 2). The monitoring wells were installed in December 2013. Area 4 The existing groundwater monitoring well network for Area 4 consists of one background well and six downgradient review boundary wells (Figure 2). Wells MW-2-A4 and MW-5-A4 were installed in 2009, wells MW-6-A4 and MW-7-A4 were installed in 2010, and wells MW-1A-A4, MW-5D-A4, and MW-9-A4 were installed in 2012. The top of casing for well MW-9-A4 was extended vertically in September 2014 to accommodate final surface grade of the GARAA taxiway project. Well MW-1A-A4 was initially installed upgradient of Area 4 as a background well but was abandoned because of the taxiway project. Replacement background well MW- 1AR-A4 was installed in September 2015 (Figure 2). MW-1A-A4 was properly abandoned in October 2015. March 2024 Page 2-1 Project: 00.0059.53.02.01 Quarterly Water Quality Monitoring Report — January 2024 Sampling Event Greater Asheville Regional Airport Authority - Duke Energy Progress, LLC Fletcher, North Carolina In June 2022, a new Area 4 background well (MW-IAR-A4R) was installed in preparation for an upcoming GARAA control tower project. MW-IAR-A4 was abandoned, and a new background well (MW-IAR-A4R) was installed and screened within the same flow zone. Construction details for background monitoring well MW-IAR-A4R are presented in Table 1, and the location of the well is shown on Figure 2. The well abandonment record for MW-IAR-A4 and the well construction record for MW-AIR-A4R are included in the Q3 2022 WQMR, submitted in October 2022. A boring log for MW-IAR-A4R will be included in the updated WQMRP, anticipated to be completed in 2024. 2.2 Surface Water The eight surface water sample locations designated for Area 1 at the time the WQMRP was submitted include SW-2-Al, SW-3-Al, SW-413-A1, SW-4C-A1, SW-5-Al, SW-6-Al, SW-8-Al, and SW-9-Al (Figure 3). SW-2-Al, located near the southern portion of Area 1, serves as a background surface water monitoring location. SW-3-Al, located north of Area 1, is the farthest downgradient surface water sample location and receives flow from the remaining Area 1 surface water locations, prior to migrating off -Site. A Site walk with NCDEQ occurred on September 22, 2023, to identify the remaining surface water sample locations still present after the Area 1 cover project was completed. Surface water sample locations SW-6-Al and SW-8-Al were destroyed because of construction activities. A new sample location (SW-10-Al) was identified and will be sampled to represent surface water quality at SW-46-Al and SW-4C-A1. Surface water locations SW-413-A1 and SW- 4C-A1 will be observed during quarterly sampling events; changes observed will be noted. 2.3 Fill Material A total of nine piezometers were installed in Area 1; six are used to monitor pore water within the fill material, two were installed beneath the geosynthetic clay liner (PZ-2 and PZ-31D) (Figure 4) to monitor groundwater levels, and one (PZ-7) was installed outside the CCP limits in the soil -only corridor. Six piezometers (PZ-1, PZ-2, PZ-3, PZ-4, PZ-5, and PZ-6) were installed in November 2017 and three piezometers (PZ-2S, PZ-31D, and PZ-7) were installed in August 2018. Those piezometers are designated to be used only for water -level measurements, as per the WQMRP. Well redevelopments were conducted in PZ-5 and PZ-6 in March 2024, to purge the saturated sediment that accumulated at the bottom of the piezometer. The total depth of PZ-5 increased from 11.12 feet to 11.25 feet. The total depth of PZ-6 increased from 10.2 feet with no water to 10.83 feet with water. March 2024 Page 2-2 Project: 00.0059.53.02.01 Quarterly Water Quality Monitoring Report — January 2024 Sampling Event Greater Asheville Regional Airport Authority - Duke Energy Progress, LLC Fletcher, North Carolina 3.0 SAMPLING ANALYSIS AND METHODS 3.1 Groundwater Groundwater samples are collected semiannually, as per the WQMRP, and were not collected during Q1 2024. 3.2 Surface Water Surface water sampling of Area 1 was conducted in accordance with the Internal Technical Guidance: Evaluating Impact to Surface Water from Discharging Groundwater Plumes (NCDEQ, October 2017). Surface water samples were collected during Q12024 at locations where there was sufficient flow to sample. Samples were collected as single -grab samples on January 3, 2024. Surface water downgradient of Area 1 flows northward toward the French Broad River and is not classified. The French Broad River has a Class B surface water classification in the vicinity of the airport. Therefore, analytical results for surface water collected at Area 1 are compared with Title 15A NCAC 02B .0200 Surface Water and Wetland Standards (02B standards). Surface water samples were collected at each location during low or base flow conditions. According to review of the U.S. Department of Commerce National Oceanic and Atmospheric Administration (NOAA) record of climatological observations for the Asheville Airport Weather Station (USW00003812), the last recorded precipitation event prior to the January 3, 2024, sampling event was recorded on December 26, 2023, at 1.42 inches. Surface water samples were not collected from locations where dry or stagnant conditions, insufficient flow, or other observed conditions that would preclude the ability to collect a valid, representative sample were encountered. Field parameters [i.e., pH, temperature, dissolved oxygen, specific conductance, oxidation-reduction potential (ORP), and turbidity] were measured and recorded prior to collection of surface water samples. Copies of surface water field sampling logs are included in Appendix A. Surface water sample location SW-5-Al was not sampled during the January 2024 sampling event because of dry conditions. Surface water sample locations SW-6-Al and SW-8-Al were destroyed because of construction activities for the Area 1 cover project and were not sampled during the January 2024 sampling event. Duke Energy Analytical Laboratory (North Carolina Laboratory Certification #248) analyzed surface water samples for total and dissolved phase metals, alkalinity, chloride, sulfate, cations, anions, and other parameters, including total dissolved solids (TDS), total organic carbon (TOC), and total suspended solids (TSS). Chain -of -custody forms and surface water analytical laboratory reports, including analytical methods and constituent detection limits, are provided in Appendix B. March 2024 Page 3-1 Project: 00.0059.53.02.01 Quarterly Water Quality Monitoring Report — January 2024 Sampling Event Greater Asheville Regional Airport Authority - Duke Energy Progress, LLC Fletcher, North Carolina 4.0 STATEMENT OF WORK The following tasks occurred during Q1 2024: • Duke Energy personnel collected quarterly surface water samples from Area 1 on January 3, 2024. • SynTerra personnel measured depth -to -water in each of the piezometers positioned within Area 1 on February 2, 2024. • SynTerra personnel conducted a review of laboratory surface water analytical results for samples listed above. • SynTerra personnel reviewed the laboratory analytical results pertaining to the parameters listed in the WQMRP. The electronic data deliverable (EDD) provided by Duke Energy was adapted to conform to the format requirements of the NCDEQ EQUIS EDD template. • SynTerra personnel redeveloped piezometers PZ-5 and PZ-6 to purge sediment that accumulated at the bottom of the piezometer. • SynTerra personnel prepared and submitted this report to Duke Energy. March 2024 Page 4-1 Project: 00.0059.53.02.01 Quarterly Water Quality Monitoring Report — January 2024 Sampling Event Greater Asheville Regional Airport Authority - Duke Energy Progress, LLC Fletcher, North Carolina 5.0 FILL AREA 1 RESULTS 5.1 Groundwater Flow Not applicable during this reporting period. 5.2 Groundwater Analytical Results Not applicable during this reporting period. 5.3 Surface Water Analytical Results A summary of the surface water field parameters and analytical results (total and dissolved) from the January 2024 surface water sampling event is presented in Table 2. Surface water samples are compared to applicable 02B standards and in -stream target values. Duke Energy provides comparisons against in -stream target values with the qualification that constituent concentrations greater than the published value are not necessarily a violation of the water quality standard for toxicity. Therefore, comparisons with those criteria are for information purposes only. An in -stream hardness of 25 milligrams per liter (mg/L) is assumed for hardness - dependent metal standards and provided for screening purposes only. Surface water samples were collected using the grab sample method and compared to applicable 02B standards. Several 02B standards require sampling methods specific to acute or chronic concentrations and are not applicable to the grab sample method. Chronic standards are included for screening purposes only. Hardness -dependent standards require sampling methods specific to acute or chronic concentrations and are not applicable to the grab sample method. The surface water standards used for comparison and screening purposes will be updated in the updated WQMRP anticipated to be completed in 2024. Updated comparison criteria will include 02B standards, in -stream target values, and USEPA National Recommended Water Quality Criteria (NRWQC) for Aquatic Life and Human Health. A summary of surface water field and analytical results equal to or greater than the 02B standard and a preliminary analysis of the cause and significance of the exceedances is presented in Table 3. Evaluation of the Area 1 downgradient surface water analytical results indicate constituent concentrations are within applicable 02B standards for Class B surface waters, except for pH concentrations in SW-3-Al, SW-9-Al, and SW-10-Al that were less than the minimum 02B criteria. The pH value in the background surface water sample location, SW-2-Al, decreased from 6 to 5 standard units between the November 2023 and January 2024 sampling event, indicating that pH in surface waters decreased across the Site. No other constituents were detected at concentrations greater than (or less than for dissolved oxygen and pH) applicable 02B criteria for Class B surface waters. March 2024 Page 5-1 Project: 00.0059.53.02.01 Quarterly Water Quality Monitoring Report — January 2024 Sampling Event Greater Asheville Regional Airport Authority - Duke Energy Progress, LLC Fletcher, North Carolina The dissolved copper concentration in SW-9A1 is not noted in Table 2 by bold font because the hardness -dependent dissolved metal standard is not applicable to the January 2024 sampling method. In addition, total copper concentrations were less than the dissolved concentrations, indicating dissolved concentrations are an artifact of the filter used to collect dissolved constituents. The total copper concentrations were less than the laboratory's method reporting limit. 5.4 Piezometer Water Levels Water -level data were collected from the nine piezometers (PZ-1, PZ-2/2S, PZ-3/31D, PZ-4, PZ-5, PZ-6, and PZ-7) in Area 1 (Figure 4) on February 2, 2024. Depth -to -water -level measurements are presented in Table 4. Well redevelopments were conducted in PZ-5 and PZ-6 in March 2024, to purge the saturated sediment that accumulated at the bottom of the piezometer.
