ADDITIONAL COMMENTS:
1) This is a Comprehensive Facility Compliance Inspection. Site manager, Jeremy Savage was present during this
inspection. 2) Signage is posted on the entrance gate with all information required. The signage has been updated since the last inspection.
3) This facility has chain link fencing and locking gates.
4) Hours of operation are Monday – Friday 7:00 am – 4:15 pm and closed on Saturdays. Closed Christmas Day, New Year’s Day and Thanksgiving Day. The 4:30 pm closing hour of operation on the signage has not yet been changed from 4:30 pm to 4:15 pm. 5) Interior roadways are of all-weather construction and maintained in good condition. 6) Life of Site Permit to Operate was re-issued December 11, 2023, and expires August 20, 2073. 7) The screening records were reviewed and found up to date.
8) The records of waste received (weight, type and origin) and waste transferred out were reviewed and found up to date. 9) The Tipping Floor was relatively clean during the operations observed the day of the inspection on the C&D and
Recycle sides. Some of the tipping floor areas need to be monitored. The rocks and small cracks noted in the last inspection should be repaired during the current budget cycle since the items were listed in need of repair in the 2023 inspection.
10 - Windblown trash was not an issue during this inspection. 11) The stormwater retention basin was dry the day of this inspection. 12) The waste stream consists of construction and demolition waste, yard debris, single stream recyclables and dry recyclable waste. Recyclables other than C&D will be deposited on the floor in a separate area and loaded into open top trailers for transport. The C&D will be deposited on the tipping floor in a designated area loaded into open top trailers. Incoming loads will be inspected by the driver, the facility operator and the equipment operators to minimize the chance of unapproved materials being accepted. Some tires were observed that had been pulled out of the load and set aside. 13) Facility currently has 2 Certified Transfer Station Operations Specialist; David Brickhouse, expires 3/14/2025 and Jeremy Savage, expires 2/3/2026. 14) Recyclables will be sent to Bay Disposal & Recycling: 301 E Street; Hampton, VA; Virginia Permit No. PBR 585, TFC Recycling: 1958 Diamond Hill Rd. Chesapeake, VA 23324, Recycling and Disposal Solutions of Virginia (RDS):
3325 Frederick Blvd. Portsmouth, VA 23704, or American Disposal (Waste Connections): 10370 Central Park Dr. Manassas, VA 20110 per the facility operations plan. Changes to operating hours and or contract vendors should be updated in the operations plan. An annual review of the operations plan with date of changes/updates is
recommended. 15) Non-recyclable construction debris are pulled out and put into box trailers or containers and will be sent to Centerville Turnpike CDD Landfill, 1613 Centerville Turnpike, Virginia Beach, VA; Virginia Permit No. SWP 603.
16) The service area for this facility includes Currituck, Dare, Camden, Pasquotank and Perquimans Counties. 17) This facility also uses a roller magnet to pick up nails, screws and other metal shards that may cause flat tires. 18) Scrap tire and scrap metal containers are being managed well. 19) The required tipping floor cleaning was discussed, and receipts reviewed for cleanings during this inspection. 20) The Facility has started keeping training records in a notebook, along with training material for some of the training conducted during the year. This is an improvement since the last inspection, however, the records could be improved by having a sign-in sheet dated and signed by the employees being trained that includes total hours. 21) The facility continues to be managed well. 22) Digital Pictures taken during this inspection.

Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any

The area to monitor on the tipping floor from the 2023 inspection is still in need of repair.
The Transfer Station Building was in good condition but did have a few areas where metal siding is separated or bulged. The stormwater basin in the right side of this photograph was dry the day of the inspection.
