OBSERVED VIOLATIONS: None. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility functions as a permanent household hazardous waste collection facility and operates Monday through Saturday. The HHW collection program is open to the public from 9 am to 3 pm, Wednesday through Saturday, and is permitted to accept waste generated only by households and residents. 2. The Permit to Operate and Operations Plan are kept onsite and available for review. 3. The site is permitted to accept HHW from North Carolina residents and acts as a permanent HHW program for Forsyth, Davie, and Davidson Counties. The facility also manages the HHW collection events for Henderson, Oslow, Davidson, Davie, Bucombe, and Stokes Counties. 4. Individual load inventory forms and daily waste summary sheets were reviewed for the months of May 2023 through July 2024 and found to be detailed and complete. 5. The facility maintains records of all waste picked up for disposal by contracted vendors. The facility is currently contracted with the following vendors: • Fluorescent Bulbs — Southeast Environmental Services Inc. • Metals — OmniSource • Televisions and electronics —Powerhouse • Mixed chemicals and petroleum products — Shamrock Environmental Services and MXI Environmental Services, LLC 6. A review of the 2023-24 facility annual report indicated that a total of 1,003,137 pounds of HHW were received at the facility for disposal. Facility tonnage records were reviewed though the months of July 2023 through July 2024 and appeared to be completed. 7. As stated in the approved Operational Plan, facility staff are required to complete an 8-hour HAZWOPER refresher training course annually. A review of the safety records indicated that employees completed the required refresher. 8. Facility safety equipment was being inspected weekly as required. Inspection records for May 2023 through August 17, 2024, were reviewed. 9. The facility is secured by a perimeter barbed wire chain link fence with access controlled by a locking gate. 10. Proper signage is posted at the facility entrance. 11. All incoming waste, other than televisions, is unloaded on a concrete pad, adjacent to the south wall of the building, that is edged with curbing and sloped to direct liquids toward a closed sump in the center of the pad. Both the television and HHW unloading areas were observed to be clean and well -organized. 12. During hours of operation, residents are directed to either the television or HHW drop off location where they unload the material. HHW material is unloaded and placed on a plastic table where trained facility staff perform a preliminary sort and screening. The material is placed into plastic drums that act as secondary containment that are then moved inside the building at the end of the day or as needed. These wastes are then packed or bulked as required. 13. The interior of the facility was observed to be clean and well -maintained. No unacceptable waste was noted. Material storage areas were neat and well -organized, with waste sorted by type. Waste containers generally appeared to be in good condition, properly labeled and dated. All waste in the operations area of the building were stored on pallets, and no leaks or spills were noted. 14. A laboratory is set up in a large room near the southwest corner of the building. Chemical testing and packing of reactive materials take place in the laboratory. In addition, large fluorescent tubes are stored in an area of the lab where they are protected from breakage. 15. A small room near the laboratory is used exclusively for the storage of pesticides, which are sorted and stored pending removal and disposal by the NC Department of Agriculture. 16. The chemical collection/sorting area is adjacent to the receiving area and includes a testing station where pH levels of various liquids are tested to identify and sort them for proper storage. 17. Paint operations take place within the secondary containment area, as do the sorting and bulking of acids. The secondary containment area occupies a large space near the center of the operations building and is surrounded by a berm that is approximately 18" high. 18. Batteries are sorted and stored against the wall to the right of the facility entrance. All batteries were stored on top of pallets off the ground and the area appeared to be in an orderly condition. The entire area inside the facility appeared to be well organized with adequate space for fire lanes and in good condition. 20. A flammables room occupies the northeast corner of the building and is separated from the rest of the facility by means of a heavy metal door. All flammables in the room appeared to be stored on top of pallets. The room has closed sumps in the corners where any escaping liquid would collect should a spill occur. 21. The overhead door at the rear of the flammables room was open to the covered area outside. A supply of empty drums used for bulking the flammable liquids were stored in this exterior location. Sump drains are located outside in the area to collect any liquid in the case of a spill. 22. A red roll -off container is used to store combustible materials. The container was tarped and appeared to be leak resistant, with no holes or rusted areas visible. 23. Roll -off containers are staged outside the facility behind the fire room. The roll -off containers are used for scrap metals and non -hazardous trash. Ms. Sakwa stated that both containers are picked up as needed. 24. The television and electronic drop off location is located at the back of the facility. Televisions and electronics are palletized and wrapped for transportation. At the time of the inspection the television and electronic area was observed to be well organized and clean. 25. Fire extinguishers are mounted in each of the operations areas so that easy access is possible from almost any spot in the facility. Fire extinguishers are inspected annually and tagged accordingly.
