Taft Avenue Asheboro, Randolph County, North Carolina DSCA Site ID DC760001 Dear Ms. Rivera: ATC Associates of North Carolina, P.C. (ATC) has prepared this letter report to document the results of an inspection of a potential surface water feature and an evaluation of the feasibility of performing interior assessment work in the Studio J Dance Center (Studio J) tenant space where a portion of the former Kizer’s Automatic Self Service (Kizer’s) dry-cleaners was located. The work was performed under contract to the Dry-Cleaning Solvent Cleanup Act (DSCA) Program per State Lead Authorization for Work (SLAW) #5 The following sections describe background information, and the results of the above-referenced inspection and feasibility evaluation. 1.0 BACKGROUND INFORMATION The Kizer’s facility operated in the Hillside Shopping Center during an unknown time prior to 1987, and reportedly operated as a self-service laundromat that contained coin-operated washing and drying machines. Coin-operated dry-cleaning machines were reportedly present in the Kizer’s facility for a period of four to five years. The footprint of the former Kizer's facility is currently occupied by Tranzformations (formerly Taxes, Etc.) and a portion of Studio J Dance Center (Studio J). Trogdon Bail Bonds (formerly Hillside Barber Shop) is located between the Tranzformations and Studio J tenant spaces. Evidence of a release from the dry-cleaner was first recognized at the site in 1998 when tetrachloroethylene (PCE) was identified in groundwater samples collected from temporary monitoring wells. A general site map is included as Figure 1. The site was certified into the DSCA Program in August of 2016. The DSCA Program has performed soil, groundwater and vapor intrusion investigations at the site starting April 2017. PCE impacted soil has been identified beneath the tenant spaces previously occupied by the dry- cleaner, the Trogdon Bail Bonds tenant space, and beneath the pavement adjacent to the building on the northern and eastern side of the former dry-cleaner. A plume of PCE impacted groundwater has migrated off the source property to the south and potentially to the east and west Surface Water Inspection and Interior Assessment Feasibility Evaluation August 30, 2024 Kizer’s Automatic Self Service, DSCA Site ID DC760001 Page 2 as well. PCE concentrations in source area monitoring wells are indicative of dense non-aqueous phase liquid (DNAPL) although DNAPL has not been observed. A sub-slab depressurization system (SSDS) was installed to mitigate vapor intrusion risk in the Tranzformations, Studio J and Trogdon Bail Bonds tenant spaces, and was placed into operation in April of 2018. A railroad right of way (ROW) is located west of the Kizer’s facility. Topography slopes towards the railroad ROW from the east and west, and drainage swales are located on both sides of the railroad tracks. Since groundwater flows from the Kizer’s facility towards the railroad ROW, and inspection to determine if groundwater discharges into the drainage swales was deemed warranted. In addition, interior sampling has not been performed in the area where the former dry-cleaning machines were located because the area is within a dance instructional classroom inside Studio J. The classroom flooring is constructed as a wooden platform covered with plywood and specialty floor matting materials above the building slab. Heretofore, the classroom has not been accessible for sampling at the request of the tenant. 2.0 SURFACE WATER INSPECTION The location of the subject railroad ROW in relation to the source property is depicted on Figure 2, which was prepared from a portion of the United States Geological Survey (USGS) 7.5 Minute Series Topographic Quadrangle Map. The map depicts a stream located about 1,800 feet northwest of the Kizer’s facility, but no surface water feature is noted along the railroad ROW. ATC also accessed and reviewed the North Carolina Division of Water Resources (NCDWR) Surface Water Classification Map on the NCDWR website1. The same stream shown on the USGS map used to prepare Figure 2 is present on the NCDWR Surface Classifications Map and is named Cedar Fork Creek. Cedar Fork Creek is part of the Yadkin Pee-Dee river basin and is assigned a classification of “C” by the NCDWR. ATC also visually inspected the railroad ROW on July 18, 2023. Photos 1-5 in Appendix A represent the observed conditions. The drainage swale on the west side of the railroad ROW on the south side of Taft Avenue contained a concrete channel at the base of the swale. There was some standing water at the base of the concrete channel (see Photo 2), but there was no evidence of groundwater discharge and no flow was observed through the culvert under Taft Avenue. The swale on the western side of the railroad ROW to the north of Taft Avenue was dry (see Photo 3). The swale on the eastern side of the railroad ROW on both sides of Taft Avenue was also dry (see Photos 4 and 5). The water observed at the base of the concrete channel was interpreted to be remnant standing water from recent rainfalls. 3.0 INTERIOR ASSESSMENT FEASIBILITY EVALUATION Interior soil, groundwater and vapor intrusion assessment in the area of Studio J where the Kizer’s facility was operated was deemed beneficial for further understanding of the nature of the PCE release. Accordingly, ATC contacted the owner of Studio J and discussed the feasibility of conducting additional sampling inside the tenant space, particularly in the dance instructional room where the dry-cleaning machines were located.
