STATUS OF PERMIT:
Permit to Construct Phase 4 Cells 7-10 & Permit to Operate Phases 1-3 issued May 17, 2024, expires June 24, 2057. PURPOSE OF SITE VISIT: Comprehensive Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:
A. 15A NCAC 13b .1626 (2)(b), “Except as provided in Sub-Item (c) of this Item, the owners or operators of all MSWLF units shall cover disposed solid waste with six inches of earthen material at the end of each operating day, or at more frequent intervals if necessary to prevent the escape of waste and the attraction of vectors and scavenging, and to minimize fires and the generation of odors.”
CORRECTIVE ACTIONS IN PROGRESS: Areas of exposed waste were observed on the northern side slopes and along the access road leading to the current cell 6B working face in the northwestern corner of the landfill. Mr.
Whaley stated that Tropical Storm Debby along with subsequent rain events had washed away much of the recently applied cover soil in these areas, and that repairs were underway. Ensure that all areas of exposed waste are covered with additional soil, regraded to ensure proper drainage, and stabilized with vegetation. OBSERVED VIOLATIONS: None

ADDITIONAL COMMENTS
1. The facility accepts waste Monday through Friday 7:00am to 5:00pm and is closed on weekends. The facility is fenced and secured by a locking gate when not open for operation and proper signage is posted at the entrance. 2. The permit, operations plan, and records were reviewed during this inspection and found to be up to date. 3. The permit, operations plan, and staff training records were reviewed and up to date. 4. The facility has certified personnel on-site during operating hours. The following are facility certified personnel:
a) Michael Jackson, Certified Landfill Operations Specialist, Cert# LF-2013030, exp. 5/9/2025 b) Jeffrey Hawley, Certified Landfill Operations Specialist, Cert# Lf-2007020, exp. 3/16/2025
Recommend additional facility operations staff complete certification training to maintain facility coverage during operating hours as required by rule and facility permit.
5. LFG monitoring records dated 2/19/2024 were available onsite and were reviewed. Facility staff were unable to locate 2024 water quality monitoring records at the time of this inspection. 6. Waste screening logs were available and reviewed up to 8/14/2024. 7. Roll off containers located in the county resident convenience area were full of waste and in need of removal. Mr.
Rogers stated that these containers were emptied twice per week. Ensure that roll-off containers are emptied and/or replaced as often as necessary to avoid potential overflow resulting in windblown waste and litter. 8. During this inspection, a significant area of uncovered waste, approximately one-quarter acre in size, was observed
on the northern slope of cell 6B, adjacent to the current working face. Mr. Whaley stated that this section was the former working face, and that staff should have it covered by the end of the day. After this inspection, Mr. Rogers texted Mr. Davis pictures on 8/14/24 (see attached pics on pg. 4) showing that this area of exposed waste had been
covered. Continue to ensure that waste disposal activities are contained to the smallest area feasible, and that exposed waste is covered with at least 6 inches of soil at the end of each operating day, or at more frequent intervals if necessary, in accordance with 15A NCAC 13B .1626 (2). 9. Access roads are of all-weather construction and are maintained in good condition. 10. Vegetative cover on the side slopes of the landfill had improved since the previous inspection, provided adequate coverage, and was mowed to an acceptable height. No woody vegetation was observed on the side slopes.
11. Permanent edge of waste markers (EOW) were observed around the landfill and are adequately spaced so that each one is visible to the next. 12. The size of the current working face was appropriately sized for the expected tonnage. 13. At the time of this inspection, the facility grounds were clean and free of windblown waste. However, windblown waste was observed within the northside sediment basin, floating on the water and accumulated on the banks. Waste had also collected on top of the riser pipe outlet in this basin. Ensure that all windblown waste, including waste found within sediment basins, is collected and disposed of by the end of each operating day. 14. Digital photographs were taken during this inspection.
