Franklin Street, Chapel Hill, Orange County, North Carolina Dear Ms. Rivera: AECOM Technical Services of North Carolina, Inc. (AECOM) is pleased to provide this Soil and Soil Gas Assessment Report for the former Carolina Cleaners (site) located at 406 W. Franklin Street in Chapel Hill, Orange County, North Carolina. Soil assessment activities were completed in accordance with the objectives defined in the scope of work approved by DSCA under State Lead Authorization for Work (SLAW) 004, approved April 12, 2024. Background According to DSCA documentation, it is suspected that the former Carolina Cleaners (DSCA Site ID 680016) operated as a dry-cleaning facility at the 406 W. Franklin Street location for an unknown duration of time prior to 1965, though a review of historical Sanborn fire insurance maps indicates that the Carolina Cleaners was in operation as early as 1949 at the adjacent 400 W. Franklin Street location (DSCA Site ID DC680015). It is unknown when dry-cleaning operations began or ceased at either the 400 or 406 W. Franklin Street locations. Other nearby DSCA dry-cleaning sites include Chapel Hill Cleaners (DSCA Site ID DC680010), located at 422 W. Franklin Street, and One Hour Koretizing (DSCA Site ID DC680006), located at 301 W. Franklin Street. A map depicting the location of the 406 W. Franklin site (DC680016), 400 W. Franklin site (DC680015), the Chapel Hill Cleaners site (DC680010), and the One Hour Koretizing site (DC680006) is included as Figure 1. Numerous soil and vapor intrusion assessment activities have been completed to date at the Carolina Cleaners DC680016 site, the adjacent Carolina Cleaners DC680015 site, and the Chapel Hill Cleaners DC680010 site. A soil quality summary map for these three DSCA sites is included as Figure 2a (samples collected from 0 to 2 feet below ground surface [bgs]) and Figure 2b (samples collected greater than 2 feet bgs). A vapor quality summary map for these three DSCA sites is included as Figure 3. During previous assessments, soil samples beneath the Mediterranean Deli building (410 W. Franklin Street) could not be collected further south than SB-17 due to limited working area in the shallow crawl space beneath the restaurant dining room and were limited in other areas by restaurant operations. On July 22, 2023, a fire broke out in the Deli causing extensive damage to the building, destroying a large portion of the rear of the building. Site demolition of the damaged section of building and redevelopment has removed the rear portion of the building to ground level as the property is prepared for building renovation. Soil and Soil Gas Sampling As the section of the site beneath the destroyed rear portion of the Mediterranean Deli is temporarily accessible, AECOM collected soil samples on May 7, 2024 from six soil borings (SB-18 through SB-23) in the rear area of the former Mediterranean Deli. The locations of soil borings SB-18 through SB-23 are indicated on Figure 2a and Figure 2b. Two samples were collected from each boring, one from the shallowest one-foot interval and one from the interval with the highest field PID screening level, in accordance with the Soil Sampling Using a Hand Auger AECOM Standard Operating Procedure (Appendix A). Samples were collected, packed on ice, and submitted to Pace Analytical Services, LLC (Pace) for VOC analysis by EPA Method 8260D. During the May 7, 2024 sampling event, AECOM intended to collect soil gas samples from two of the soil borings; however, due to heavy rain in early May, the soil onsite was saturated to within one foot of ground surface and soil gas sampling was unable to be completed. AECOM returned to the site to collect two soil gas samples (SG-5 and SG-6) on June 20, 2024. The locations of soil gas samples SG-5 and SG-6 are indicated on Figure 3. The soil gas sampling was completed using a vapor implant in accordance with the Soil Gas Sampling Standard Operating Procedure (Appendix A). Samples were collected into lab-provided batch certified 1-liter summa canisters and submitted to Enthalpy Analytical, LLC (Enthalpy) for TO-15 analysis. A photographic log of the field work is included as Appendix B. Results Soil sampling results are summarized in Table 2 and Figure 2a for shallow soils (0 to 2 feet bgs) and Figure 2b for deeper soils (greater than 2 feet bgs). Results are as follows: - Soil boring SB-22 contained tetrachloroethylene (PCE) at 0.0304 milligrams per kilogram (mg/kg) in the shallow sample (0 to 1 feet bgs) and 3.7 mg/kg in the deeper sample (3 to 4 feet bgs), which exceed the North Carolina Department of Environmental Quality (NCDEQ) Preliminary Soil Remediation Goal (PSRG) of 0.0063 mg/kg. PCE degradation products trichloroethylene (TCE), cis-1,2-dichloroethylene (cis-1,2-DCE) and vinyl chloride were also detected in the SB-22 (3 to 4 feet bgs) sample, with TCE and vinyl chloride concentrations exceeding their respective PSRGs. - PCE was detected at 0.0266 mg/kg in the deeper sample at SB-18 (3 to 4 feet bgs), which exceeds its PSRG. - Volatile organic compounds were not present above laboratory reporting limits in the remaining eight samples collected. Soil gas sampling results are summarized in Table 4 and Figure 3. Red = Value does not exceed acceptable CR or HI Red = Value exceeds acceptable CR or HI NRC = No Risk Calculated because compounds were not present above the laboratory method detection limits As summarized above and depicted on Figure 3, soil gas contaminant concentrations exceed acceptable calculated vapor intrusion risk for residential and non-residential worker exposure at soil gas sample location SG-6, which is located in proximity to soil boring SB-21 and historical soil boring SB-17. Soil gas sample location SG-5 indicates that soil gas contaminant levels near the eastern boundary of 410 W. Franklin Street and soil borings SB-18 and SB-19 do not exceed acceptable calculated risk levels for residential or non- residential worker exposure. It should be noted that previous soil gas sampling in this area – specifically subslab vapor sample SS-3 – also indicated soil gas contaminant concentrations exceeding acceptable calculated vapor intrusion risk for residential and non-residential worker exposure; however, indoor air samples collected from within the Mediterranean Deli indicated acceptable conditions for both residential and non-residential worker exposure. The laboratory analytical reports for the May 2024 soil sampling event and the June 2024 soil gas sampling event are included as Appendix D, and historical site maps are included for reference as Appendix E. Review of Analytical Results AECOM received Pace’s laboratory report on May 14, 2024. Based on AECOM’s review of the laboratory report, the quality assurance/quality control issues identified by Pace appear minor and data are deemed usable for the purposes of the assessment activities and conclusions documented in this submittal. AECOM received Enthalpy’s laboratory report on July 8, 2024. Franklin Street location (DC680015). 10/20-10/27/2017 AECOM performed initial site investigation activities including indoor and ambient air sampling, subslab vapor sampling, and soil sampling at the adjacent Carolina Cleaners (DC680015) property at 400 W. Franklin Street. 8/13/2018 The Carolina Cleaners site was petitioned into the DSCA program. 10/30/2018 AECOM completed a 0.5-mile receptor survey to identify potential sensitive populations, ecological receptors, and water supply wells. 11/27-11/28/2018 AECOM performed Prioritization Activities (PA) at the site, including the collection of one indoor air sample (IA- DBSutton) and one subslab vapor sample (SSV-DBSutton) at DB Sutton & Co. salon and wine store, and the collection of three soil samples (SB-11 through SB-13) from beneath and behind the salon, as well as two additional soil samples (SB-9 and SB-10) from the adjacent 400 W. Franklin Street location (DC680015). 6/18/2019 AECOM installed and sampled four additional soil borings to the north in the gravel parking area (SB-14), and to the west within accessible areas inside the crawl space of the adjacent tenant space currently occupied by the Mediterranean Deli (SB-15 through SB-17). 7/3/2019 AECOM collected two flux chamber samples (FC-1 and FC-2) in the gravel parking lot area in close proximity to existing boring SB-13, to evaluate potential risk of vapor intrusion into existing and future structures in this area of soil contamination. 4/26-27/2021 AECOM collected seven soil samples (SB-01 through SB-07) and one soil gas sample (SG-02-2021) from behind the 410-418 W. Franklin Street buildings to determine the extent of soil and soil gas impacts. 3/14 & 3/17/22 AECOM installed and sampled one soil gas monitoring point (SG-3) to the west of Mediterranean Deli (410 W Franklin St), and one soil gas monitoring point (SG-4) and three sub-slab vapor points (SSV-2 through SSV-4) in the vicinity of the Carolina Cleaners DC680015 property to determine vapor impacts from the Carolina Cleaners DC680016 site. 5/7/2024 AECOM collected two samples each from six soil boring locations (SB-18 through SB-23) in the vicinity of the former Mediterranean Deli (410 W Franklin St). 6/20/2024 AECOM collected two additional soil gas samples (SG-5 and SG-6) in the areas of SB-18 and SB-21. Additionally, Soil gas sampling should not occur during a significant rain event (e.g., 1/2 inch or greater of rainfall during a 24-hour period). A minimum of 5 days after a significant rain event or 5 days after watering has stopped in areas that are irrigated to complete soil gas sampling. This does not apply to areas where infiltration has not occurred, such as under buildings or high- integrity pavement. 4.Attach Teflon tubing to the barbed tang of a 6” AMS Vapor Implant (AMS Item #21010). Make sure that the connection between the barbed end of the implant and the Teflon tubing is secure. *Stainless Steel SGV 6 IN. Screened Implant with Stepped Fitting (Image-1) 5.Lower the AMS Vapor Implant and attached tubing into the borehole until the Implant reaches the desired depth. The top of the vapor implant should be a minimum of five feet below ground surface. 6.Cut the tubing to the desired length so that you have approximately 2’ of extra tubing to attach to the summa canister. 7.Using #2A filter sand, add enough sand to cover the 6” Implant and 2-3” above the Implant. Check the depth of sand using a measuring tape. The top of the sand should be a minimum of five feet below ground surface. 8.Add hydraulic cement or bentonite above the top of the sand to the surface to create a seal. If using cement, place a thin layer of 1-2 inches of dry bentonite above the sand pack to prevent the cement from intruding into the sand pack before it hardens. If using bentonite, hydrate the bentonite to ensure a proper seal. Wait 2 hours or until the hydraulic cement has fully hardened, whichever is longer. 9.Use a syringe to purge the subsurface air through the Teflon tubing. Purge a maximum of three pore volume of the borehole. The pore volume should be a minimum of the volume of the tubing and sand filter pack. If the negative pressure reading has dropped by more than 1-inHg, reconstruct the sample train as necessary and repeat the test. 11.Open all 2-way valves (Image-2, E2 and G2) between the syringe (Image-2, C1) and the tee fitting (Image-2, G1). 12.Attach the helium detector to the helium chamber. Attach the helium container to the helium chamber using teflon tubing and fill the helium chamber with helium until the helium detector reads >50%. 13.Use the syringe to fill a 1 Liter Tedlar bag with air from the sample port. This can be done by filling the syringe with the 3-way stopcock valve (Image-2, D1) to the Tedlar bag closed and the connection to the soil gas point open and emptying the syringe with the 3-way stopcock valve (Image-2, D1) to the Tedlar bag open and the connection to the soil gas point closed. 14.Close the Tedlar bag and detach it from the pump. 15.Turn off the flow of helium into the helium leak test device. 16.Remove the helium detector from the leak test device and allow the helium detector reading to reach 0 ppm. 17.Insert the helium detector into the silicon tubing attached to the Tedlar bag and open valve on the bag. 18.Record the reading. If the reading is below 10% of the value measured within the test device, proceed to the next step. If the reading is above 10%, repeat the leak test and reconstruct the sample point as necessary. 19.Be sure that the valve to the Tedlar bag is open and that nothing is blocking the flow to the helium detector. The samples were received at ambient temperature and in good condition. Prior to, during, and after analysis, the samples were kept under lock with access only to authorized personnel by Enthalpy Analytical, LLC. Analysis The samples were analyzed for the DSCA5 target compound list using the analytical procedures in EPA Method TO-15, Determination of Volatile Organic Compounds (VOCs) In Air Collected In Specially- Prepared Canister And Analyzed by Gas Chromatography/Mass Spectrometry (GC/MS). Upon receipt, the canister pressures were measured and recorded. The canisters were then pressurized with UHP nitrogen and a dilution ratio was calculated for each canister. See the Canister Pressurization Data sheet located in the Results section of this report. Both samples were analyzed undiluted. Sample SG-6 was also analyzed at a subsequent 50-fold analytical dilution to bring all compounds excluding vinyl chloride into the instrument’s calibration range. Dilution factors are located in the sample header information. The Agilent Technologies Model 6890N, Gas Chromatograph "Xavier" (S/N US10721018) equipped with a 5975C VL Mass Selective Detector (S/N US71215962) was used for this analysis. The samples and standards were introduced directly to the analyzer using an Entech 7200 Preconcentrator. Calibration The BFB tune analyses associated with the initial and continuing calibrations met all method acceptance criteria. The initial calibration (X100722A-TO15) met the 30% RSD criteria. The initial calibration verification (ICV) met the 70-130% recovery criteria. The continuing calibration (CCV) met the 30% difference criteria. Full calibration data is available upon request. Chromatographic Conditions The acquisition method (TO15_SCNV6.M) may be made available upon request. The Laboratory Duplicate (LD) associated with this sample set met the 25% difference criteria for all reported compounds. The LCS was also analyzed in duplicate and met the 25% difference criteria for all reported compounds. The laboratory humid blank associated with this analysis did not contain any of the target analytes at a concentration greater than 3x their MDL. The Laboratory Control Sample (LCS) met the 70-130% recovery criteria for all reported compounds. The samples were analyzed within the 30-day holding time required by the method. EA Job# 0524-035 Page 15 of 20 General Reporting Notes The following are general reporting notes that are applicable to all Enthalpy Analytical, LLC data reports, unless specifically noted otherwise.  Any analysis which refers to the method as “Type” represents a planned deviation from the reference method. For instance a Hydrogen Sulfide assay from a Tedlar bag would be labeled as “EPA Method 16-Type” because Tedlar bags are not mentioned as one of the collection options in EPA Method 16.  The acronym MDL represents the Minimum Detection Limit. Below this value the laboratory cannot determine the presence of the analyte of interest reliably.  The acronym LOQ represents the Limit of Quantification. Below this value the laboratory cannot quantitate the analyte of interest within the criteria of the method.  The acronym ND following a value indicates a non-detect or analytical result below the MDL.  The letter J in the Qualifier or Flag column in the results indicates that the value is between the MDL and the LOQ. The laboratory can positively identify the analyte of interest as present, but the value should be considered an estimate.  The letter E in the Qualifier or Flag column indicates an analytical result exceeding 100% of the highest calibration point. The associated value should be considered as an estimate.  Sample results are presented ‘as measured’ for single injection methodologies, or an average value if multiple injections are made. If all injections are below the MDL, the sample is considered non-detect and the ND value is presented. If one, but not all, are below the MDL, the MDL value is used for any injections that are below the MDL. For example, if the MDL is 0.500 and LOQ is 1.00, and the instrument measures 0.355, 0.620, and 0.442 - the result reported is the average of 0.500, 0.620, and 0.500 - - - i.e. 0.540 with a J flag.  When a spike recovery (Bag Spike, Collocated Spike Train, or liquid matrix spike) is being calculated, the native (unspiked) sample result is used in the calculations, as long as the value is above the MDL. If a sample is ND, then 0 is used as the native amount (not the MDL value).  The acronym DF represents Dilution Factor. This number represents dilution of the sample during the preparation and/or analysis process. The analytical result taken from a laboratory instrument is multiplied by the DF to determine the final undiluted sample results.  The addition of MS to the Sample ID represents a Matrix Spike. An aliquot of an actual sample is spiked with a known amount of analyte so that a percent recovery value can be determined. The MS analysis indicates what effect the sample matrix may have on the target analyte, i.e. whether or not anything in the sample matrix interferes with the analysis of the analyte(s). EA Job# 0524-035 Page 16 of 20 General Reporting Notes (continued)  The addition of MSD to the Sample ID represents a Matrix Spike Duplicate. Prepared in the same manner as a MS, the use of duplicate matrix spikes allows further confirmation of laboratory quality by showing the consistency of results gained by performing the same steps multiple times.  The addition of LD to the Sample ID represents a Laboratory Duplicate. The analyst prepares an additional aliquot of sample for testing and the results of the duplicate analysis are compared to the initial result. The result should have a difference value of within 10% of the initial result (if the results of the original analysis are greater than the LOQ).  The addition of AD to the Sample ID represents an Alternate Dilution. The analyst prepares an additional aliquot at a different dilution factor (usually double the initial factor). This analysis helps confirm that no additional compound is present and coeluting or sharing absorbance with the analyte of interest, as they would have a different response/absorbance than the analyte of interest.  The Sample ID LCS represents a Laboratory Control Sample. Clean matrix, similar to the client sample matrix, prepared and analyzed by the laboratory using the same reagents, spiking standards and procedures used for the client samples. The LCS is used to assess the control of the laboratory’s analytical system. Whenever spikes are prepared for our client projects, two spikes are retained as LCSs. The LCSs are labeled with the associated project number and kept in-house at the appropriate temperature conditions. When the project samples are received for analysis, the LCSs are analyzed to confirm that the analyte could be recovered from the media, separate from the samples which were used on the project and which may have been affected by source matrix, sample collection, and/or sample transport.  Significant Figures: Where the reported value is much greater than unity (1.00) in the units expressed, the number is rounded to a whole number of units, rather than to 3 significant figures. For example, a value of 10,456.45 ug catch is rounded to 10,456 ug. There are five significant digits displayed, but no confidence should be placed on more than two significant digits. In the case of small numbers, generally 3 significant figures are presented, but still only 2 should be used with confidence. Many neat materials are only certified to 3 digits, and as the mathematically correct final result is always 1 digit less than all its pre-cursors - 2 significant figures are what are most defensible.  Manual Integration: The data systems used for processing will flag manually integrated peaks with an “M”. There are several reasons a peak may be manually integrated. These reasons will be identified by the following two letter designations on sample chromatograms, if provided in the report. The peak was not integrated by the software “NI”, the peak was integrated incorrectly by the software “II” or the wrong peak was integrated by the software “WP”.
