ADDITIONAL COMMENTS: 1) This facility is a closed MSW Landfill, Recycling Collection Site, and Temporary Debris Management Site (TDMS). 2) The site is secured by a gate at the Highway 306 entrance. This gate and access road is shared with the Coastal Environmental Partnership Pamlico County Transfer Station, which is located on the adjacent property. 3) The gate was open upon my arrival and facility personnel were on-site during this facility compliance inspection. 4) The facility access road is of all-weather construction and is currently being properly maintained. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6902_INSP_20240820 Page 2 of 4 5) This facility maintains a Volvo H091 wheel loader on-site for maintenance and operations. 6) Used antifreeze and used oil are collected and stored under a shelter with secondary containment until collected by the recycler. The secondary containment system appeared to be functioning properly during this inspection. Used oil filters are placed on an oil drain system and stored in the collection area until removed from the site by the recycler. The recycler was on site collecting the used oil during this inspection. 7) Used batteries are collected and stored on a pallet under the used antifreeze and oil collection shelter until removed from the site for recycling. 8) Recyclable electronics are currently collected on-site, palletized, and maintained within a covered shelter on a concrete pad adjacent to the metal recycling area. Incoming electronics are being stored and maintained in an orderly manner and managed in such a way as to prevent breakage of screens and tubes until collected for transport to the electronics recycling facility. 9) The white goods/scrap metal recycling area was reviewed. Recyclable metals are separated by type and maintained within separate bays on the concrete pad. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6902_INSP_20240820 Page 3 of 4 10) All refrigerant containing appliances are maintained separately from other recyclable metals until the refrigerant is extracted. Upon extraction, the whitegoods are marked with an X and placed into the collection bays until hauled to the metal recycling facility. All recyclable metals are being maintained on the concrete collection pad. Refrigerator doors are removed upon receipt of the appliance and stored with non-refrigerant containing metals. 11) A cover-crop of native warm season grasses has been established and is being maintained throughout the landfill. The cover crop is mowed throughout the year as needed. 12) Areas of sparse cover were observed along the northern edge of the top lift. *These areas should be seeded and mulched to establish a groundcover suitable to prevent erosion of the landfill cap system. 13) No areas of standing water were observed on the landfill during this inspection. The wells were clear of brush, properly labeled, and secured with functioning locks. 15) No violations were observed during this inspection.
