PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 12 ADDITIONAL COMMENTS 1. Section staff David Powell onsite for routine inspections at Richmond County. The site is protected by a gate and fence with proper signage. Transfer Station LOS Permit has a yard waste section, but also that same area is a Yard Waste Notification YWN-77-001. The yard waste area will be addressed in the YWN inspection report for YWN-77-001. The facility is permitted to receive solid waste generated within Richmond County. Waste is transferred to Uwharrie Environmental Regional MSW Landfill for disposal. Tipping floor entrance. 2. Records review consisted of the following: New 8 hr. training log for review of Ops Plan and Permit; Previous inspection reports, maps, current permits and operations plans; email correspondence with Section; Waste tracking for Convienece sites; Monthly waste tracking reports for convenience sites/transfer station; YWN renewal for 2024; Previous years compost maps and temperatures for TS/YWN; Washdown logs; Hazardous waste day 4/27/2024 and records for removal by ECOFLO; scarp tire forms from Central Carolina Holding for 2024; Cooking oil logs, removed by Green Energy Biofuel in Winnsboro, SC; Electronics removal documents/invoices, removed by Southern Environmental Solutions of the Carolinas, in Chesterfield, SC. These are removed 2 to 3 times a year based on need; Leachate pumping invoices, which is done by Shorty Septic Pumping; Fire Notification form for 11/1/2023; Waste screening documents for Station, during last inspection, were noted to be only one a day, and it was discussed that one done a day was not enough to meet rule. After discussing the “5% rule”, during that last inspection, it was determined two a day was needed to ensure the Station was meeting rule. During this visit, when asking onsite Republic staff about screening, they indicated its still one a day. It seems there was a misunderstanding on the change since that previous visit. The station needs to go to two a day to meet rule, unless volume has decreased enough for one waste screening a day to now meet rule. County should be communicating and verifying with FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 12 operations staff to ensure this rule is met. Sites shall comply with the following waste screening requirements: (A) Site personnel shall screen incoming loads weekly at a rate of no less than five percent of the average daily waste tonnage reported in the site's annual report for the previous year. Site personnel shall be trained annually to identify liquid waste, hazardous waste, polychlorinated biphenyl (PCB) wastes, special wastes as defined in G.S. 130A-290(a)(40), wastes banned from landfill disposal in accordance with G.S. 130A-309.10(f) if the site receiving the waste for disposal is a landfill, and wastes that the intended final disposal site is not permitted by the Division to accept. The screening shall be conducted as described in the approved operations plan prepared in accordance with Rule .0404(i) of this Section. Waste screening and rejected wastes shall be recorded in writing, and the records shall be kept on site for no less than five years and shall be made available to the Division during a site inspection or upon request. The tipping floor, walls, and loading chute were in good condition during inspection. Behind push walls, especially around top of load bay was an issue and has not been cleaned or washed in some time. Please address this daily with waste pickup and when washing down entire station twice a year. Waste on the left side of the station floor. Right side of tipping floor. Firefighting equipment is available in form of extinguishers on side of station entrance, on vehicles and water hose at entrance to tipping floor as well. 5. Windblown trash was not much of an issue around the front or sides of the Station but was an issue at the loading bay. Last inspection stated, “However, some smaller older pieces have been allowed to build up around foundation on SE side and road by loading bay next to fence and in the mud. The loading bay area was mentioned before, please remove overgrown vegetation, clean up any waste comingled with soil/mud. Be mindful of creating leachate, which is defined as any waste contact with water.” This area has slightly improved but there is still some smaller and older pieces that have been allowed to build up, around foundation on South side and road, by loading bay next to fence and in the mud. Any stormwater that comingles is leachate is not being captured by leachate collection but will runoff. This can become a very serious issue. Vegetation overgrowing fence is making it harder for staff to pickup or capture windblown and should be cut back. This area needs to be clear, where any waste at end of day can be visible to be picked up, and any issues can be seen by onsite staff to address. No trucks were leaking during inspection. Good job. 7. Between Transfer Station and main office, there is a convenience site which has tire collection containers, cardboard collection and white goods/electronics pick up. Scrap tires are removed approximately every three to four days. Electronics should have some cover over them so that rainwater doesn’t comingle with the waste. Corrective measures are necessary as a result of this inspection. Failure to meet the conditions for compliance may result in Compliance Actions. A follow-up inspection in the future will be needed to confirm the corrective actions have been addressed properly.
