STATUS OF PERMIT:
Permit Approval to Operate 1109-COMPOST Hensons’ Inc. Asheville Wood Yard Large Type 1 Compost Facility issued March 29, 2023 expires August 12, 2031.

None.

Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any

ADDITIONAL COMMENTS
1. All photographs were taken by Summer Justice during the inspection.
2. The site is secured with a gate to prevent unauthorized access. 3. Signage was posted at the entrance of the facility that stated types of waste accepted and not accepted, operating hours, emergency contact, and permit number. 4. Access roads throughout the facility were of all-weather construction.
Records Review
5. Temperature monitoring logs were reviewed with the 2023-2024 Facility Annual Report. The facility appears to be meeting temperature monitoring requirements. 6. According to the Facility Annual Report, the facility received 14,940 tons of waste during the fiscal year.
Operations Inspection of 1109-COMPOST
7. The facility is approved to accept land clearing debris, yard trash, and clean, untreated, and unpainted wood waste. Facility staff stated that compost is not currently being made at the site. According to the temperature records submitted with the facility annual report, the material accepted appears to be meeting temperature requirements found in 15A NCAC 13B .1406(11). 8. No unacceptable waste was observed in either processed or unprocessed piles. 9. A dumpster is available on site for removal of unacceptable waste. 10. Stormwater appeared to be diverted from the operational area, and no leachate was observed at the time of
inspection. 11. Piles of processed and unprocessed material were appropriately sized with fire breaks maintained at the time of inspection.
12. A fire extinguisher was observed on site, which was last serviced by Asheville Fire Protection, Co., Inc. in October 2023. Continue to maintain fire control equipment as necessary. 13. As discussed during the inspection, dirt containing some wood waste that appeared to have been graded off the
site was observed within the 50-foot buffer to Hominy Creek. Facility staff stated that the graded dirt would be removed. Continue to ensure that wood waste is kept out of the 50-foot buffer. 14. Vectors, odors, and dust were well-managed at the time of inspection.
