Mark Kleiman with Univar Solutions received the attached letter from Mr. James Brown (NCDEQ) regarding the 2023 Annual Report for their facility located at 108 Oakdale Road, Jamestown, NC. The letter requests that the results listed in Table 3 (also attached) be compared with the NC groundwater quality standards (2L) in addition to (or in lieu of) the NC surface water quality standards (2B). My understanding is that this site has been designated as an “Intermediate Risk” and that, based on the criteria listed in the UST Section Corrective Action Guidelines (January 2021), the most applicable standards are surface water quality standards. Can you please clarify which set of criteria should be used going forward? Also, if the 2L Standards are to be used, can you point out which criteria is driving this change?
