Box 219 Morganton, NC 28680 RE: Burke County, Johns River Landfill Permit Number 12-03 Third Quarterly Landfill Gas Monitoring Report of 2024 Project 2233479, Phase 04 Dear Mark: LaBella Associates (LaBella) is submitting the attached methane monitoring results for Johns River Landfill, Permit Number 12-03. The 2024 third quarter landfill gas monitoring event was performed on August 6, 2024. During this event, gas probes GP-1S, GP-1D, GP-2S, GP-21, GP-2D, GP-4, GP-5, GP-6, GP-7, and GP-8 were monitored in accordance with the facility's Landfill Gas Monitoring Plan. The gas vents in the old C&D-over-MSW waste unit (GV-1 through GV-7) were also monitored. The facility buildings, including the scale house (GMP-1), the shop (GMP-2), the office (GMP-3), the shed (GMP-4), the shooting range (GMP-13), and the transfer station (GMP-14) were also monitored on May 7, 2024, as were ambient air monitoring points GMP-5 through GMP-12. The Additional Monitored Structure (GMP-15) next to GP-5 was also monitored during this event. The locations of the gas probes and monitoring points are depicted in Drawing 1. The monitoring data for the gas probes and buildings are summarized in the attached Landfill Gas Monitoring Data Forms. Methane was detected above the lower explosive limit (LEL), 5% by volume, in five gas probes: GP-2S (54.9%), GP-21 (55.4%), GP-2D (56.4%), GP-4 (49.4%), and GP-5 (6.8%). Methane was detected below the LEL in gas probes GP-1S (0.3%), GP-1D (0.2%), GP-6 (0.2%), GMP-5 (0.2%), and GMP-6 (0.2%). Methane was not detected in any other boundary probes or buildings included in this monitoring plan. Methane detections and exceedances are summarized in Table 1 and Table 2, respectively. Hydrogen sulfide (H2S) was not detected in any of the probes, ambient monitoring points, or structures; however, the gas vents (GV-1, GV-2, GV-3, GV-5, GV-6, and GV-7) were not monitored for H2S during this event. Hydrogen sulfide has historically been detected in the gas vents at concentrations as high as 10-30 parts per million. These are dangerous concentrations, so precautions should be taken by any person working near the vents. According to OSHA, the legal airborne permissible exposure limit (PEL) for hydrogen sulfide is 20 ppm, and 50 ppm is the maximum peak, not to be exceeded during any 10-minute work period. Hydrogen sulfide levels of 100 ppm and higher are considered immediately dangerous to life and health (IDLH). 12-D Oak Branch Drive I Greensboro, NC 27407 I p (336) 323-0092 www.LabeLLapc.com e Note that gas probes GP-2(S, I, & D) and GP-4 are not considered boundary probes as they are located between the old and new landfills; however, GP-5 is considered a boundary probe. Due to the exceedance in gas probe GP-5, we have included a NCDEQ Environmental Monitoring Report Form (EMRF) and will forward a copy of this report to Jaclynne Drummond with the NCDEQ Solid Waste Section. We recommend monthly monitoring of gas probe GP-5 and the adjacent structure (GMP-15) for the next three months, after which we will evaluate the need for further action. A copy of this report should be maintained in the facility's records. The next quarterly monitoring event is tentatively scheduled for the fourth quarter 2024.
