The YWN was identified to be located on top of the pre -regulatory landfill, Littleton Landfill (NONCD0000339). PURPOSE OF SITE VISIT: Compliance Inspection NOTICE OF VIOLATIONS None. OBSERVED VIOLATIONS: None. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Pagel of 3 NORTH CARnLINAD_E Q�� OepaNnent W Environnrenbl Wel� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section During this inspection, it was determined that the yard waste facility was located on top of a closed -out Pre -Regulatory Landfill (PRLF) #NONCD0000339. As per 15A NCAC 13B .1402 (g)(1)(D), a facility cannot be located over a closed - out disposal site. However, a review of the PRLF closure documents and conversations with Mr. Ryan Channell, PRLF Unit Supervisor, the cap overtop of the PRLF had been constructed to allow for the operation of the yard waste notification on top of the PRLF. The Town of Littleton MUST be careful during the operation of the yard waste notification so that the PRLF cap is not damaged. ADDITIONAL COMMENTS 1. The facility is secured by a locking gate and fencing along Hackett Street. The site is only used by Town of Littleton staff. 2. No unacceptable wastes were observed within the waste stream. 3. The yard waste has been placed into low windrows with space between the windrows. 4. No areas of standing water were observed, and the area was sloped to properly shed water. 5. Woody vegetation was observed along the southern side slope of the yard waste/PRLF area. The woody vegetation should be removed from the side slope.
