15A NCAC 13B .08380): Septage is not transferred to and from the detention facility in a manner that prevents leaks
or spills of septage onto the ground surface or exterior surface of the detention system. Pile of rags and debris that
was dripping onto the ground beside the SDTF. Hoses had septage on the outside. Cap of tank was dripping
and appeared to be leaking.
15A NCAC 13B .0838(k): A "No trespassing" sign was not posted on the site
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1) 15A NCAC 13B .0838(b): An all-weather access road is maintained.
2) 15A NCAC 13B .0838(c): No holes or cracks which may allow the escape of septage were noted.
3) 15A NCAC 13B .0838(e)(2) and .0838(g): No vector or odor issues were noted.
4) 15A NCAC 13B .0838(i): No debris or vegetation was noted within 5 feet of the tank(s) that hinders the
inspection of the tanks(s).
5) 15A NCAC 13B .0838(j): Septage is not transferred to and from the detention facility in a manner that
prevents leaks or spills of septage onto the ground surface or exterior surface of the detention system.
Issues with rags and debris, leaking cap.
Remedy: Remove rags and debris from site, clean the affected area using the methods detailed in
SDTF-76-06 Permit Application. Devise procedures and prevention method to prevent the rags and
other septage from leaking into the ground. Fix leaking cap and make sure hoses are clean and not
leaking septage onto the ground.
6) 15A NCAC 13B .0838(k): Proper "No Trespassing" signage was posted on site.
Remedy: Post "No Trespassing" sign near tank
