Combined with 2803-CDLF-1995 permit issued August 24, 2023. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 8 ADDITIONAL COMMENTS: 01 - Life of Site Permit was issued 2/20/2017 as a combined permit with facility #2805T issued August 23, 2024, was reviewed along with the operations plan and contingency plan during this inspection. Facility is permitted to receive waste from Dare County, as Passed by the Dare Co. Commissioners on August 02, 2004. It was noticed during the review process that the combined permit dated August 24, 2023, did not contain the language (item 5, from the 2022 permit) for the permit modification that was approved for the facility to receive waste from Hyde, Tyrrell counties, and the unincorporated areas of aforementioned counties. The Solid Waste Permitting Unit will issue a correction to the permit to add the approval of the modification that includes receipt of waste from Hyde, Tyrrell counties, and the unincorporated areas of aforementioned counties into the combined current permit to cover the waste received that is in addition to the waste from Dare County. 02 - Facility had required signage and locking gates and fencing for security. 03 – Signage has emergency contact number posted however, since Stella is contracted through Republic the facility needs to add the permit number, contractor/operator & contact numbers for (Republic/Stella Enviro.) Please review 15A NCAC 13B .0405 OPERATIONAL REQUIREMENTS: (e) (4) and add as required. 04 - Stella Environmental sub-contracted by Republic runs the transfer station operations and the hauling. Mike Chesson of Stella was onsite the day of the inspection and observed screening loads and removing items as needed inside transfer bay. 05 - Interior roads are of all-weather construction and well maintained. 06 – The facility had two trailers that were covered with no issues observed. The facility had plenty of empty trailers for incoming waste. 08 – The tipping floor was busy but looked fairly good during operation. 09 - Be sure to keep the loading bay and loading bay pits free and clear of excess waste. 10 – Items are being screened out of loads and taken to the proper waste areas. 11 - Screening records and tickets were reviewed at the scale house and found up to date. However, one ticket had confusing description, but it was believed that the waste ticket was from local approved county waste. 12 - The windblown trash during this inspection was at a minimal. 13 - The required pressure washing of the tipping floor was documented on a calendar. Invoices for pressure washing should be collected for each wash event and kept with records onsite and accessible to the Transfer Station Supervisor and DWM inspectors. 14-Leachate pumping and storage tanks were observed. The facility has a large 10,000-gallon storage tank in secondary containment, a 2,500-gallon inground leachate tank, and a 500-gallon pump tank. The leachate is pumped and hauled to the Kill Devil Hills Wastewater Treatment Plant. It was explained that the leachate alarm system is down and has to be manually checked by personnel up to five times a day. A release of leachate on the The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 8 ground would require environmental reporting with an immediate correction plan. It would appear that installation and/or repair of floats/transducer/relay/alarms system would be a prudent investment to both avoid environmental risk and reduce man hours required to physical inspect. 15 - Certified Transfer Station Operations Specialist: Michael Chesson (Stella) completed renewal training with NC SWANA in 2024, Jonathan Hill is current expires 8/18/2025 (Stella), Devin Spencer is current, expires 8/18/25 (Stella) and Horace Ward (Stella) completed renewal training 8/7/2024. Dare County has several Certified Transfer Station Specialists. 16 - The tipping floor has fire extinguishers and a high-volume fire hose to combat any fire that may occur. One extinguisher by the fire hose is missing the 2024 tagging. It was explained that the tag had fallen off. 17 – The required 8 hours of annual training is being recorded and the records were provided. Please consider including training on the permit and operations plan as part of annual training. 17- - Overall the staff at this Transfer Station appears to be doing a good job. Very little windblown trash was observed, and personnel was actively picking up the waste. The Transfer Station pit at the end of the day – all waste collected in pit was cleaned up.
