Box 849 Nashville, NC 27856 PARTICIPANTS: Amanda Thompson, NCDEQ Solid Waste John Frazier, Nash County Solid Waste Date of Last Inspection: May 16, 2024 STATUS OF PERMIT: 640 1 -MSWLF- 1983 (Closed): The MSWLF ceased accepting waste during the summer of 1998, closure was documented in a CQAR prepared by GEI Consultants and dated December 1998. 6401-CDLF-1999 (Closed): Locate on top of the closed MSWLF landfill (6401-MSWLF-1983), construction and demolition waste was accepted until 2000, final closure was documented in a CQAR prepared by GEI Consultants and dated March 2000. 6403-CDFL-2000: Permit to Construct Phases 6-9 and Permit to Operate Phases 1-5 was issued August 31, 2021. PURPOSE OF SITE VISIT: Storm Preparation Technical Assistance meeting STATUS OF PAST NOTED AND OBSERVED VIOLATIONS None. OBSERVED VIOLATIONS None. Page 1 of 3 NORTH CARnLINAD_E Q�� o.n.mm.m m c.w.mmen.i a.i� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS: Ms. Thompson contacted Mr. Frazier on Monday, August 5, 2024 to discuss the facility's storm plan for the upcoming Tropical Storm Debby. Ms. Thompson recommended that Mr. Frazier have extra cover soil stockpiled adjacent to the working face and ensure that the stormwater basins were free flowing. Ms. Thompson also stated that she would stop by the facility on Tuesday, August 6, 2024 to go over any additional questions that he may have. 6403-CDLF-2000 1. While driving to the working face, it was noted that the stormwater pond inlet near the northeastern corner of the active CDLF had been cleaned out and was free flowing. Good Job! Mr. Frazier stated that he had made sure to clean out all of the stormwater pond inlets to ensure that they would be able to handle the potential influx of rain. Continue to ensure that the stormwater pond inlets are clear and functioning properly. 2. Mr. Frazier was operating a bulldozer and assisting in the compaction and covering the waste when I arrived at the working face. Several stockpiles of cover soil were observed at the top of the working face. The working face was small and very well compacted. Mr. Frazier stated that they were going over the waste several times with the compactor and the bulldozer to ensure as much compaction as possible prior to covering the waste by the end of the day. Good Job! Continue to ensure that the waste is properly compacted and covered. 3. No unacceptable wastes were observed within the waste stream. Good Job! 6401-MSWLF-1983 4. Edge of waste (EOW) markers were visible from one to the next. 5. Mr. Frazier stated that a majority of the MSWLF had been mown, however, he still needed to work on the back side. Mr. Fraizer also stated that after he has finished mowing, when weather allows, he will request bids for the removal of the woody vegetation and for the maintenance of drainage features. Continue to mow and maintain the side slopes to allow for proper inspection. 6. The metal recycle stockpile was small and of manageable size during the inspection. Continue to manage the metal recyclables in accordance with the operations plan. 10. The permit, operations plan, training records, and waste screening records were readily available, however, were not reviewed during this inspection. 11.
