Good morning John,
The Section appreciates your email request to change the following:
Groundwater and Surface Water Samples
Drop alkalinity, aluminum, bicarbonate, carbonate, sodium, total suspended solids (TSS) and strontium.
Add Fluoride, lithium, nitrate (as N) and silver
Surface Water Samples
Decrease sampling all total and dissolved metals in surface water samples due to the majority of metals not having a
dissolved surface water criteria.
Revise sampling plan to total and dissolved beryllium, cadmium, chromium, copper, lead, nickel, selenium, silver and
zinc.
After careful consideration, the Section will not be able to grant any decreases in sampling protocols. This reasoning is
due to the agreed upon requirements in the settlement agreement. However, should Duke Energy want to add Fluoride,
lithium, nitrate (as N) and silver to the groundwater and surface water sampling list, we would be agreeable.

Sarah — Duke Energy requests to change the groundwater and surface water sampling constituent list for the Asheville
Airport to the current list of COls for coal ash landfills (attached table).
What would this change — alkalinity, aluminum, bicarbonate, carbonate, sodium, total suspended solids (TSS) and
strontium would be dropped from present groundwater and surface water monitoring at the Airport
Fluoride, lithium, nitrate (as N) and silver would be added to groundwater and surface water monitoring at the Airport
(please note present surface water monitoring already includes fluoride and silver).
Also, only beryllium, cadmium, chromium, copper, lead, nickel, selenium, silver and zinc would be analyzed for total and
dissolved in surface waters sampling. Presently, all metals are analyzed for totals and dissolved in surface water
sampling which does not make sense as the majority of metals do not have a dissolved surface water criteria.
I also attach a requested figure showing the surface water sampling locations for Area 1. Per our meeting in the fall of
2023, a one-time surface water sampling event was completed (November 2023) for the storm water basins and SW-10
was to replace sampling points SW-413 and SW-4C. This leads to surface water sampling at locations (assuming sufficient
flow to sample) SW-2 (background), SW-9 (end 15" RCP), new point SW-10, SW-5 and SW-3 (before leaving Airport
property). Surface water sampling points SW-8 and SW-6 were destroyed by the Area 1 cover project and have not
returned.
