PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NONE OBSERVED VIOLATIONS: NONE The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS The facility is a construction and demolition (C&D) debris landfill. The Life-of-Site Permit for Continued Operation of Phases 1 through 6 was issued November 1, 2019. Life-of-site ends when the facility reaches its final permitted elevations or by December 31, 2057. Large Type I Solid Waste Compost facility (1007) and LCID (10E) also located onsite. 1. The facility is permitted to receive C&D waste, inert debris, asphalt, and land-clearing debris generated within Brunswick County. 2. The facility is fenced and is secured by a locking gate when it is not open for operation. 3. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 4. Personnel are onsite during operating hours. The C&D landfill is open to accept waste from 7:30 am until 5:00 pm Monday through Friday and 7:30 am until 3:00 pm on Saturday. The C&D debris landfill is normally closed on Sunday’s and select County holidays. 5. A perimeter road has been established around the entire footprint of the landfill. The perimeter road is being well maintained. Staff training records were reviewed: 6. The following personnel are SWANA Managers of Landfill Operations (MOLO): Jeremy Lee Baker expires 11/9/2024 The following are Certified Landfill Operations Specialists by NC SWANA: Ken Caison expires 2/3/2022 Tabitha Norris expires 12/18/2022 Daniel Shannon expires 12/10/2021 The following staff are SWANA Certified Manager of Composting Operations: Jeremy Baker expires July 6, 2024 7. Permit, operations plan, and site plan were readily accessible. CDLF 8. The working face was appropriately sized for the expected waste. The exposed area was less than ½ acre and appears that it is being covered at least once weekly. 9. No unacceptable wastes observed in the working face. 10. Side slopes are being stabilized with mulch and are well maintained. 11. Facility needs to be mowed to allow for proper inspection. 12. Perimeter road is being well maintained. 13. Edge-of-waste markers have been installed and are being maintained around the landfill as required. 14. Monitoring wells were locked, capped and properly tagged. 15. Windblown waste was being well managed onsite. LCID 16. Signs are posted and contain all required information. 17. Only inert debris is accepted, which is crushed for reuse. 18. Per 15A NCAC 13B .0566 (1) states that “The facility shall only accept those solid wastes which it is permitted to receive.” Unacceptable waste streams were noted during the inspection and discussed with operator. Metal, tires, and treated materials need to be removed from the LCID area. Compost Facility 19. The facility is a Large, Type 1 Solid Waste Compost Facility. 20. Permit To Operate issued November 1, 2019. Permit expires November 1, 2029. 21. Compost processed at Type 1 facilities shall be maintained at or above 55 degrees Celsius (131 degrees F) for 3 days and aerated to maintain elevated temperatures. 22. Waste storage and compost windrows are maintained a minimum of twenty-five feet between windrows/waste piles and ditches/swales. 23. There is at least a 25 foot access path around the site for fire control vehicles. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 4 24. All setbacks are in place. 25. No unacceptable waste types were noted during the inspection. 26. No windblown waste was observed during the inspection. 27.
