ADDITIONAL COMMENTS
1. David Powell with the Section conducted a routine inspection of the permitted LCID. The landfill is on a large property with a closed NLCID N0396 in Post Closure Care nearby. The site has signage and has a gate that restricts access. The site has attendants onsite daily during operations. Mr. Powell spoke with Josh Byrd the day
before inspection, and he described working on erosion and reseeding when weather allowed him to continue. Good job. After inspection, Mr. Powell explained his findings and determinations to Mr. Lindsay, in addition, Mr. Powell called Mr. Byrd as well. Current signage onsite has some waste types not accepted, which is good. However, to align with current rule/permit, the waste types accepted should be added to current signage.
15A NCAC 13B .0566 (14) - A sign shall be posted at the site entrance showing the site contact's name and phone number, the permit number, emergency contact information, and the waste types accepted for disposal at the site.
2. Mr. Lindsay explained that the LCID had been shut down the past week due to roads being so wet and trucks were having a hard time. This also allowed for repair work on the LCID, such as cover and erosion, as Mr. Byrd had previously explained. Good job. It was also explained by Mr. Lindsey that the LCID was getting close to
being full, which the LCID could be closed. Discussions onsite also were on the future expansion. Mr. Lindsay/Mr. Byrd should continue to communicate with Section permitting and ensure they have all that’s necessary to continue the permitting process. As a reminder, the site must be prepared and complete with all the required documents, plans etc., and have a pre-operation inspection before any waste may be put into the new landfill.

3. In the 4703-LCID-2020 permit, a condition lists the total gross capacity of the landfill, the max elevation the landfill can be “above mean sea level”, in reference to the volume as well as the top of the final cover. The landfill should be periodically checking these elevations while operating the landfill to determine how close to maximum volume it was filling up. Please provide the latest documentation for David Powell via email ASAP.
4703-LCID-2020 permit, Attachment 2, Part V, Item #2 - The permit approves the permittee to construct the landfill which contains a total gross capacity of approximately 154,574 cubic yards (CY) within the permitted waste footprint of approximately 5 acres (FID 1450524). Gross capacity is the measured volume between the bottom of waste at the elevations of approximately 293 to 296 feet above mean sea level (amsl) and the top of final cover at the elevations up to approximately 323 to 326 feet amsl with a three (horizontal) to one (vertical) side slope as shown on drawing Sheet Nos. C1 and D1 (FID 1450524).
4. A perimeter road was mentioned during the last inspection, and one has been mostly created. However, it needs to be opened all the way around the LCID so it is a true perimeter road to meet rule. It also should be maintained, so that it is all weather construction, accessible to Department vehicles and firefighting vehicles at any time. Be mindful of Erosion Control Plan requirements etc., when addressing this and not cause any issues with other approved plans. A couple photos should be emailed to David Powell after the perimeter road around the LCID has been addressed but within 45 days of receipt. 15A NCAC 13B .0564 (7) - The site shall establish and maintain an access road around the waste boundary for access by emergency or fire-fighting vehicles and equipment. 15A NCAC 13B .0566 (7) Access roads shall be of all-weather construction and shall be maintained to allow access by vehicles transporting waste, Department staff, and fire-fighting vehicles. 5. The working face was small and mostly covered. It seems waste is being compacted and covered well. Erosion
rills were visible on the side slopes from recent rains. Some grass was attempting to grow. Please continue to address erosion on side slopes and maintain 3:1 slope. Some of the waste is an untreated “cut offs” from home construction rafter builders. Be sure no treated waste make their way into this waste source or others. Remember, per 15A NCAC 13B .0566, areas with no waste for three months or more need a foot of cover and should be stabilized with vegetative ground cover or other stabilizing material.

6. Future area for LCID expansion is still having soil mined but is getting closer to being ready.

All weather road around the perimeter needs fixing, and a few photos emailed to David Powell. In addition, send documentation of the LCIDs elevation per permit condition. Failure to meet the conditions for compliance may result in further Compliance Actions.
